Abstract
The construction industry is susceptible to serious work accidents. Data from the BPJS Employment Agency indicates a surge in Occupational Accident Insurance (JKK) claims, reaching 360,635 cases by November 2023. In response, the government has enacted regulations such as Permen PUPR No. 10 of 2021 to enhance safety standards in construction projects. A literature review is crucial to understanding the barriers to implementing occupational health and safety regulations and to exploring innovations for improving workplace safety in this sector. This study aims to analyze the Construction Safety Management System (SMKK) by assessing the level of implementation and examining the factors based on Permen PUPR No. 10 of 2021. The research employs a systematic literature review method, sourcing data from Google Scholar with the aid of the "Publish or Perish" software, focusing on published journal articles about the application of construction safety management systems in Indonesia from 2021 to 2024. Keywords used include Implementation of Construction Safety Standards, SMKK, SMK3, based on Minister of Public Works and Housing Regulation No. 10 of 2021. After processing, 84 journal articles were selected through exclusion, inclusion, and quality assessment methods, resulting in 13 articles being discussed in this study. From this literature review, it can be seen that the assessment of SMKK implementation at 78,54% can be reviewed through Construction Safety Plan (RKK) where there are 5 factors considered; Leadership and Worker Participation in Construction Safety 79,03%, Construction Safety Planning 83,83%, Construction Safety Support 72,42%, Construction Safety Operations 79,81%, Construction Safety Performance Evaluation 77,61%.

| Additional Information: | Industri konstruksi rentan terhadap kecelakaan kerja yang serius. Data BPJS Ketenagakerjaan mencatat lonjakan klaim Jaminan Kecelakaan Kerja (JKK), mencapai 360.635 kasus hingga November 2023. Pemerintah merespons dengan menerbitkan regulasi seperti Permen PUPR No. 10 Tahun 2021 untuk meningkatkan standar keselamatan di proyek konstruksi. Literature review menjadi krusial untuk memahami hambatan implementasi regulasi K3 dan mencari inovasi dalam meningkatkan keselamatan kerja di industri ini. Penelitian ini bertujuan untuk menganalisis sistem manajemen keselamatan konstruksi (SMKK) dengan mencari tahu tingkat implementasi dan faktor-faktor apa saja yang di tinjau berdasarkan Permen PUPR nomor 10 tahun 2021. Penelitian ini menggunakan metode systematic literature review dimana sumber data diperoleh dari “google scholar” dengan bantuan software “publish or perish” berupa artikel jurnal yang telah di publish mengenai penerapan sistem manajemen keselamatan konstruksi di indonesia dari tahun 2021-2024 dengan kata kunci Implementasi Standar Keselamatan Konstruksi, SMKK, SMK3, berdasarkan Permen PUPR nomor 10 tahun 2021. Setelah dilakukan proses dan didapatkan 84 artikel jurnal yang diseleksi dengan metode eksklusi, inklusi dan penilaian kualitas artikel jurnal sehingga didapatkan sebanyak 13 artikel jurnal yang dibahas pada penelitian ini. Dari kajian literatur ini dapat dilihat bahwa penilaian implementasi SMKK sebesar 78,54% dapat ditinjau melalui rencana keselamatan konstruksi (RKK) dimana ada 5 faktor yang ditinjau yaitu; Kepemimpinan dan Partisipasi Pekerja Dalam Keselamatan Konstruksi 79,03%, Perencanaan Keselamatan Konstruksi 83,83%, Dukungan Keselamatan Konstruksi 72,42%, Operasi Keselamatan Konstruksi 79,81%, Evaluasi Kinerja Keselamatan Konstruksi 77,61%. | |||||||||
