Abstract

Fakultas Ilmu Sosial dan Ilmu Politik.Universitas Sultan Ageng Tirtayasa. Dosen Pembimbing 1: Dr. Rina Yulianti, M.Si. Dosen Pembimbing 2: Drs. H. Oman Supriyadi, M.Si. Berangkat dari latar belakang masalah, peneliti memfokuskan penelitian ini pada bagaimana implementasi keterbukaan informasi publik di Kota Cilegon. Permasalahan dalam penelitian ini adalah kurangnya sosialisasi yang diberikan oleh pihak PPID Kota Cilegon terkait keterbukaan informasi publik, keterbatasan sumber daya manusia atau pelaksana dalam penyelenggaraan pengelolaan dan pelayanan informasi publik baik dari segi kuantitas maupun kualitas, serta pengembangan website PPID Kota Cilegon yang tidak lengkap. Tujuan dari penelitian ini adalah untuk mengetahui Implementasi Keterbukaan Informasi Publik di Kota Cilegon.Teori yang digunakan ialah teori implementasi kebijakan oleh Van Meter dan Van Horn dalam Agustino (2016: 133).Metode yang digunakan dalam penelitian ini ialah kualitatif deskriptif. Hasil penelitian ini menunjukan bahwa implementasi keterbukaan informasi publik di Kota Cilegon masih belum berjalan dengan optimal, karena dalam pelaksanaannya masih terdapat tujuan yang belum tercapai seperti belum tersedianya klasifikasi informasi yang dapat dengan mudah diakses oleh masyarakat. Selain itu kurangnya sumber daya manusia, dan masih ada beberapa PPID Pembantu yang lambat dalam merespon permohonan informasi serta kurang memahami kebijakan yang ada. Oleh karena itu diperlukannya bimbingan teknis, sosialisasi kepada PPID Utama dan PPID Pembantu, dan perlu melengkapi sarana dan prasarana pendukung, serta terus dilakukan monitoring dan evaluasi. Departing from the background of the problem, the researcher focuses this research on how to implement public information disclosure in Cilegon City. The problem in this study is the lack of socialization provided by the information and documentation management officer Cilegon City regarding the disclosure of public information, limited human resources or implementers in the implementation of management and public information services both in terms of quantity and quality, as well as the incomplete development of the Cilegon Cityinformation and documentation management officer website. The purpose of this study was to determine the implementation of Public Information Disclosure in Cilegon City. The theory used is the theory of policy implementation by Van Meter and Van Horn in Agustino (2016: 133). The method used in this research is descriptive qualitative. The results of this study indicate that the implementation of public information disclosure in Cilegon City is still not running optimally, because in its implementation there are still goals that have not been achieved such as the unavailability of information classification that can be easily accessed by the public. In addition, there is a lack of human resources, and there are still someinformation and documentation management officer Assistants who are slow in responding to requests for information and do not understand existing policies. Therefore, technical guidance is needed, socialization to the Main information and documentation management officer and Supporting information and documentation management officer, and the need to complete supporting facilities and infrastructure, as well as continuous monitoring and evaluation.
