Kata Kunci: kartu Lebak Sehat Ditetapkannya kartu Lebak Sehat ialah karena adanya tuntutan masyarakat Kabupaten Lebak yang belum mempunyai jaminan kesehatan. Kartu Lebak Sehat bertujuan bagi masyarakat yang belum memiliki jaminan kesehatan, agar memiliki jaminan kesehatan yang dibiayai oleh pemerintah Kabupaten Lebak. Tujuan Penelitian ini untuk mengetahui penerapan program tersebut dan faktorfaktor yang mempengaruhinya.Penelitian ini meneliti tentang implementasi maka peneliti menggunakan teori implementasi model Meter dan Horn (Agustino, 2008). Metode penelitian yang digunakan adalah metode kualitatif. Instrumen Penelitian ini yaitu peneliti sendiri sedangkan sumber penelitiannya adalah Dinas Sosial Kabupaten Lebak, Dinas Kesehatan Kabupaten Lebak dan Masyarakat penerima kartu lebak sehat. Data diperoleh melalui wawancara, observasi, dokumentasi dan studi kepustakaan dengan menggunakan teknik analisis data menurut Irawan. Uji keabsahan data triangulasi dan member check.). Berdasarkan hasil penelitian Implementasi Kartu Lebak Sehat di Kabupaten Lebak belum berjalan baik karena masih kurangnya dukungan dana, serta sosialisasi terhadap Masyarakat. Rekomendasi yang diberikan yaitu ditingkatkanya anggaran, dan Kompetesi para pegawai Dinas Sosial dan Dinas Kesehatan maupun tenaga medis di Puskesmas dan Rumah Sakit.
