Abstract

Evaluasi Program Kelompok Usaha Bersama (KUBE) di Kecamatan Majasari Kabupaten Pandeglang, Program Studi Ilmu Administrasi Negara, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Sultan Ageng Tirtayasa. Pembimbing I, Dr. Ayuning Budiati, MPPM, Pembimbing 2, Deden M. Haris, M.si. Penelitian ini bertujuan untuk mengevaluasi Program Kelompok Usaha Bersama (KUBE) di Kecamatan Majasari Kabupaten Pandeglang. Peneliti menggunakan teori kriteria evaluasi kebijakan menurut William N. Dunn (2003:610) yang terdiri dari Efektifitas, Efisiensi, Kecukupan, Perataan, Responsivitas, dan Ketepatan. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Hasil temuan lapangan peneliti menyimpulkan bahwa pelaksanaan Program Kelompok Usaha Bersama (KUBE) di Kecamatan Majasari Kabupaten Pandeglang belum optimal. Pada dimensi efektifitas, pencapaian target peningkatan kualitas hidup masyarakat masih belum tercapai karena dari segi pemilihan kelompok KUBE tidak di pilih berdasarkan kebutuhan dan kriteria yang telah ditentukan. Pada dimensi efisiensi, usaha untuk mengembangkan dan meningkatkan program KUBE sudah dilakukan mulai dari tingkat kelurahan sampai tingkat pengawasan dari Dinas Sosial Kabupaten Pandeglang, pada dimensi kecukupan sumber dana yang dikeluarkan sudah mencukupi kebutuhan kelompok penerima bantuan, pada dimensi Perataan manfaat dari program KUBE sudah bisa dirasakan merata oleh setiap anggota penerima bantuan, pada dimensi Responsivitas masyarakat menerima dengan sangat senang hati terhadap adanya program KUBE ini dan pada dimensi terakhir yakni Ketepatan, program KUBE merupakan suatu kebijakan tepat yang dikeluarkan oleh pemerintah karena dengan program ini pemerintah memberi jalan supaya masyarakat bisa lebih hidup mandiri. The results of field findings concluded that the implementation of the Joint Business Group Program (KUBE) in Kecamatan Majasari Pandeglang District has not been optimal. In the dimension of effectiveness, the achievement of the target of improving the quality of life of the community has not been achieved because in terms of the election of KUBE groups are not chosen based on the needs and criteria that have been determined. In the efficiency dimension, the effort to develop and improve the KUBE program has been done from the village level to the level of supervision from the Pandeglang District Social Service, the dimension of sufficient funding source is sufficient to meet the needs of the beneficiary group, on the dimension of Benefits of KUBE program can be felt Distributed by each beneficiary member, on the dimension of the responsiveness of the community received with great pleasure in the existence of this KUBE program and in the last dimension that is Accuracy, KUBE program is a right policy issued by the government because with this program the government gives way so that society can live more Independent.
