Dosen Pembimbing II: Listyaningsih, M.Si Kata Kunci: Efektivitas Pelaksanaan Masa Reses Latar belakang penelitian ini adalah pelaksanaan masa reses DPRD Kota Serang masa bhakti 2009-2014 Tahun 2013 belum terlaksana dengan baik. Tujuan penelitian ini adalah untuk mengetahui Efektivitas Pelaksanaan Masa Reses Kota Serang Periode 2009-2014 Tahun 2013. Kriteria efektivitas meliputi: kejelasan tujuan yang hendak dicapai, kejelasan strategi pencapaian tujuan, proses analisis dan perumusan kebijakan yang mantap, perencanaan yang matang, penyusunan program yang tepat, tersedianya sarana dan prasarana, sistem pengawasan dan pengendalian yang bersifat mendidik. Metode penelitian yang digunakan yaitu pendekatan kuantitatif dengan teknik pengumpulan data melalui angket. Populasi penelitian ini adalah seluruh jumlah pemilih tetap di Kota Serang yang terdiri dari 5 (lima) dapil yang berjumlah 454.774 orang. Teknik pengambilan sampel menggunakan proportional area sampling dan dengan rumus Slovin diperoleh sampel berjumlah 100 responden. Teknik pengolahan data menggunakan uji t. Tempat dan waktu penelitian di Kota Serang. Hasil penelitian menunjukkan: diketahui nilai thitung lebih besar dari ttabel (26,28 < 2,035), maka hipotesis yang diajukan adalah efektivitas pelaksanaan masa reses DPRD Kota Serang ≤ 65% dari kriteria yang diharapkan dapat diterima. Dengan demikian, efektivitas pelaksanaan masa reses anggota DPRD Kota serang masa bhakti 2009-2014 tahun 2013 belum efektif karena tidak adanya sosialisasi kepada masyarakat tentang manfaat kegiatan reses.

The place and time of the study in Serang. The results showed: unknown tcount greater than ttable (26.28 < 2.035), the proposed hypothesis is the effectiveness of the implementation of the recess Serang City Council ≤ 65 % of the criteria are expected to be received. Thus, the effectiveness of the implementation of the recess legislators attacked the service period 2009-2014 in 2014 has not been effective because of the lack of dissemination to the public of the benefits of recess activity. |
