Prinsip demokrasi ekonomi tercermin dalampasal 33 ayat (1) UUD 1945 yang menyatakan, perekonomian disusun sebagai usaha bersama berdasarkan azas kekeluargaan. Indonesia merupakan negara dimana sektor pertanian memiliki peranan yang sangat penting. Peranan sektor pertanian belum mampu memberikan kontribusi yang besar dalam perekonomian nasional khususnya perekonomian masyarakat di pedasaan. Melalui wadah Koperasi Pertanian diharapkan dapat meningkatkan kesejahteraan masyarakat dipedesaan. Kabupaten Pandeglang Salah satu wilayah yang memiliki potensi pertanian yang cukup besar. Namun sektor pertanian di Kabupaten Pandeglang belum dapat mensejahterakan masyarakatnya. Tujuan penelitian ini adalah untuk mengetahui bagaimana Implementasi Peraturan Daerah Nomor 06 Tahun 2003 Tentang Pembinaan Koperasi dan UMKM khususnya Pembinaan Koperasi Pertanian. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif. Analisis dalam penelitian ini menggunakan teori yang dikemukakan oleh Van Metter dan Van horn dengan dimensi, Ukuran dan tujuan kebijakan, Sumberdaya, Karakteristik agen pelaksana, Sikap/kecenderungan (disposition) parapelaksana, Komunikasi antar organisasi dan Lingkungan ekonomi, sosial, dan politik. Dalam dimensi Ukuran dan tujuan kebijakan, masih banyaknya Koperasi Pertanian yang tidak aktif. Dalam dimensi Sumberdaya, Terbatasnya Sumber Daya finansial, jumlah SDM serta pengetahuan SDM aparatur. Dalam dimensi Karakteristik agen pelaksana, tidak ada prioritas dalam pembinaan koperasi pertanian. Dalam dimensi Sikap/kecenderungan (disposition) para pelaksana, kurangnya keinginan untuk mengembangkan koperasi petanian. Dalam dimensi Komunikasi antar organisasi, kordinasi sudah dilakukan dengan baik tetapi tidak ada prioritas dalam pembinaan koperasi pertanian. Dalam dimensi Lingkungan ekonomi, sosial, danpolitik, koperasi pertanian belum menjadikan kelembagaan akar rumput untuk mencapai kesejahteraan petani. Hasil dari penelitian ini adalah Implementasi Peraturan Daerah Nomor 06 Tahun 2003 Tentang Pembinaan Koperasi dan UMKM khususnya Pembinaan Koperasi Pertanian. Economic democracy principles reflected in article 33 paragraph (1) of the 1945 Constitution which states, the economy is structured as a joint venture based on the principle of kinship. Indonesia is a country where the agricultural sector has a very important role. The role of the agricultural sector has not been able to make a major contribution in the national economy, especially the economy of communities in pedasaan. Through the Agricultural Cooperative container is expected to improve the welfare of rural communities. Pandeglang One area that has a sizeable agricultural potential. However, the agricultural sector in Pandeglang not been able to prosper its people. The purpose of this study was to determine how the implementation of the Regional Regulation No. 06 of 2003 on Development Cooperation and Development of Agricultural Cooperatives in particular SMEs. The method used in this research is qualitative descriptive. The analysis in this study uses the theory proposed by Van Metter and Van's dimensions, size and policy objectives, resources, characteristics of the executing agency, attitude / tendency (disposition) of the implementers, communication between organizations and economic environment, social, and political. In size dimension and policy objectives, there are still many agricultural cooperative inactive. In the dimension of resources, limited financial resources, human resources and the amount of knowledge apparatuses. In the dimensional characteristics of the executing agency, there is no priority in the development of agricultural cooperatives. In the dimension of attitude / tendency (disposition) of the implementers, lack of desire to develop agricultural cooperatives. In the dimension of inter-organizational communication, coordination has been done but there is no priority in the development of agricultural cooperatives. Environmental dimension in the economic, social, and political, agricultural cooperatives have not been used as a grass-roots institutions to achieve the welfare of farmers. Results from this study is the implementation of the Regional Regulation No. 06 of 2003 on Development Cooperation and Development of Agricultural Cooperatives in particular SMEs.
