Abstract

Kata Kunci :Dinas Sosial, Implementasi, Program Pos Sahabat Anak Penelitian ini dilatar belakangi oleh sepinya aktivitas di sekitar bangunan Pos Sahabat Anak yang dibuat oleh Pemerintah Dinas Sosial Provinsi Banten. Belum optimalnya pelaksanaan terkait bangunan pos yang sepi, masih banyaknya aktivitas anak jalanan serta kurangnya sosialisasi terhadap masyarakat. Tujuan penelitian ini adalah untuk mengetahui bagaimana Implementasi Program Pos Sahabat Anak di Provinsi Banten. Penelitian ini menggunakan teori Van Horn Van Metter bahwa keberhasilan implementasi dipengaruhi oleh karakteristik agen pelaksana yang mencakup struktur birokrasi, norma-norma, dan pola-pola hubungan yang terjadi dalam birokrasi; pemenuhan sumberdaya baik sumberdaya manusia maupun sumberdaya non-manusia; sikap atau kecenderungan implementor mencakup respons, pemahaman, dan preferensi nilai yang dimiliki oleh implementor, komunikasi antarorganisasi terkait dalam artian koordinasi; serta kondisi lingkungan ekonomi, sosial dan politik. Metode penelitian yang digunakan adalah metode kualitatif. Informan penelitian ini adalah Dinas Sosial Provinsi Banten, Dinas Sosial Kota Serang, Dinas Sosial Kota Cilegon, petugas Pos Sahabat Anak, Anak-anak jalanan dan masyarakat sekitar. Teknik pengumpulan data yang digunakan adalah wawancara, observasi dan dokumentasi. Sedangkan untuk menguji validitas menggunakan triangulasi sumber dan teknik. Hasil penelitian menunjukkan bahwa Implementasi Program Pos Sahabat Anak di Provinsi Banten secara umum belum berjalan dengan baik.

Not optimal implementation of related posts deserted buildings, there are still many activities of street children and the lack of socialization to the society. The purpose of this research is to know how the Post the implementation of the Child Friendly in the province of Banten. This research uses the theory of Van Horn Van Metter that the successful implementation of the implementing agency is influenced by characteristics that include bureaucratic structures, norms and patterns of relationships that occur in the bureaucracy; fulfillment of resources both human and non-human resources; attitude or inclination implementor include a response, understanding, and preference values possessed by the implementor, communication between organizations is related in terms of coordination; economic and environmental conditions, social and political. The method used is a qualitative method. The informants are Banten Provincial Social Department, Serang City Social Department, Cilegon City Social Department, Post officer SA, street children and local people. Data collection techniques used were interviews, observation and documentation. Meanwhile, to test the validity of using triangulation of source and techniques. The results research showed that The implementation Program of the Post Child Friendly in the province of Banten in general not gone well. |
