Abstract
Nur Laila Sari, NIM. 6661112351, Skripsi. Implementasi Program Listrik Gratis di Kecamatan Curug Kota Serang. Pembimbing I: Leo Agustino, Ph.D., dan Pembimbing II: Titi Stiawati, S.Sos., M.Si. Program listrik gratis adalah program pemberian hibah dari pemerintah Provinsi Banten dalam bentuk pemasangan instalasi listrik secara gratis yang diberikan kepada rumah tangga prasejahtera. Namun, pembahasan program listrik gratis belum dilaksanakan secara baik. Realisasi program listrik gratis setiap tahunnya belum mencapai target. Selain itu masih ada rumah tangga yang belum berlistrik sebanyak 735 rumah tangga di Kecamatan Curug Kota Serang. Tujuan dari penelitian ini adalah untuk mengetahui mengenai implementasi program listrik gratis di Kecamatan Curug Kota Serang. Penelitian ini bertitik tolak dari teori implementasi kebijakan publik dari Van Metter Van Horn (1975) yang terdiri dari Ukuran dan Tujuan Kebijakan, Sumber Daya, Karakteristik Agen Pelaksana, Komunikasi Antara Organisasi dan Aktivitas Pelaksana, Sikap atau Kecenderungan Para Pelaksana, Lingkungan Ekonomi, Sosial dan Politik. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah dengan wawancara terstruktur, observasi, dan studi dokumentasi. Analisis data yang digunakan menurut Miles dan Huberman. Hasil penelitian ini cukup berhasil namun belum sepenuhnya optimal masih banyak rumah tangga dalam satu kelurahan belum mendapatkan realisasi program listrik gratis. Selain itu, kurang terbukanya dinas terkait dalam pelaksanaan program listrik gratis. Sarannya adalah perlu adanya peningkatan koordinasi dan terbukanya informasi bagi kelurahan yang belum mendapatkan realisasi listrik gratis. Kata Kunci: Program Listrik Gratis, Implementasi

Free electricity program is a grant program from Banten province government which give free electricity installation to disadvantaged society. However, the discussion of free electricity program had been done well. The realization of this program had not yet reached the target in years. Otherwise, there were 735 housing in Curug distric whom had not yet got the electricity. The objective of this research was to find the implementation of the free electricity in Curug district, Serang City. This research was emphasizing in theory of public policy implementation by Van Metter Van Horn (1975) which were consists of the measurement policy and the objective policy, sources, Character of the implementer, communication between organization and implementer activity, behaviour of the implementer, economy environment, social and politic. The research method for this research was descriptive method with qualitative approach. The technique of collecting data was structured interview, observation and documentation. The data analysis was used according to Miles and Huberman. The result of this search is succed, yet there are several things fully optimal a lot of society in one of area had been got the realization of the free electricity program. The suggestion of this research, the implementer needs improve in coordination and open-communication for all societies whom had been got the realization of the free electricity program.
