Abstract
The purpose of this study was to determine how the job training program is implemented at the Technical Implementation Unit of the Tangerang City Job Training Center. The problems in this study included the fact that not every instructor has technical or methodological competency certifications, the absence of internship placements or job recommendation, insufficient supporting facilities, the absence of written tests and interviews for prospective trainees during the registration stage, and participants who withdrew in the middle of the training period. The theory used in this study was the policy implementation by George C. Edward III, consisting of four indicators which are communication, resources, disposition, and bureaucratic structure. This study used a descriptive method with a qualitative approach by analyzing several interview data, observation, and documentation. The results showed that the program has not run optimally as several issues and obstacles remain in its implementation process. In the communication dimension, information was disseminated through social media, though face-to-face communication was still limited. In the resources dimension, the availability of staffs and instructors was adequate, though the supporting facilities and infrastructure were not yet fully sufficient. In the disposition dimension, implementers showed cooperative attitude and strong commitment, though problems arose due to participants withdrawing before completing the training. In the bureaucratic dimension, SOPs were already in place as implementation guidelines, though they are not yet supported by written cooperation agreements with industries, resulting in the job implementation process not yet carried out in a structured manner.

| Additional Information: | Tujuan dari penelitian ini adalah untuk mengetahui bagaimana Implementasi Program Pelatihan Kerja Pada Unit Pelaksana Teknis Balai Latihan Kerja Kota Tangerang. Permasalahan dalam penelitian ini adalah tidak semua instruktur memiliki sertifikasi kompetensi teknis maupun metodologi, tidak adanya penempatan magang atau rekomendasi kerja, prasaran yang kurang mendukung, tidak adanya seleksi tes tertulis dan interview pada calon peserta pelatihan dalam tahap pendaftaran, terdapat peserta yang mengundurkan diri di tengah masa pelatihan. Teori yang digunakan dalam penelitian ini adalah teori implementasi kebijakan menurut George C. Edward III yang terdiri dari empat indikator yaitu komunikasi, sumberdaya, disposisi dan struktur birokrasi. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif dengan menganalisis berdasarkan hasil wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukan bahwa belum berjalan secara optimal dikarenakan masih terdapat beberapa masalah dan kendala dalam proses pelaksanaan program pelatihan. Pada dimensi komunikasi informasi dilakukan melalui media sosial namun komunikasi tatap muka masih terbatas, pada dimensi sumber daya ketersediaan staf dan instruktur cukup tetapi sarana dan prasana pendukung belum sepenuhnya memadai, pada dimensi disposisi pelaksana menunjukkan sikap kooperatif dan komitmen yang tinggi namun kendala yang ada karena peserta yang mengundurkan diri sebelum pelatihan selesai, pada dimensi birokrasi sudah memiliki SOP sebagai pedoman pelaksana tetapi belum didukung oleh kerja sama tulis dengan industri sehingga proses penyelesaian kerja belum berlangsung secara terstruktur. | ||||||
