Abstract

The urban public minibus route M.01 (Cilegon–Merak–Pulorida) is an important corridor connecting Terminal Seruni to Pulorida with an approximate route length of 19.8 km. his study evaluates the service performance of this route based on user perceptions and identifies priority attributes for improvement using the Importance–Performance Analysis (IPA) method. Primary data were collected through an intercept survey conducted along the entire route on 18–24 August 2025, involving 100 respondents. A closed-ended Likert-scale questionnaire (1–5) measured both importance and satisfaction across 30 service attributes (P1–P30). The IPA mapping used the overall mean scores as crosshairs: 3.084 for importance and 2.920 for satisfaction. average conformity level across all attributes reached 94.71%, indicating that the service is generally close to users’ expectations; however, satisfaction remains lower than perceived importance, suggesting room for improvement. The lowest conformity was found in “the driver prioritizes passenger safety” (P11) at 90.19%, while the highest was “no discrimination by gender/occupation” (P29) at 99.34%. Attributes in Quadrant I (top priority for improvement) are mainly related to safety, in-vehicle comfort, and fare issues, including P11, P1, P10, P3, P26, P19, P7, P22, and P24. Meanwhile, attributes that should be maintained (Quadrant II) include traffic compliance and operational/technical conditions such as P15, P4, P13, P12, P30, P23, and P8.

Additional Information: Trayek angkutan perkotaan M.01 (Cilegon–Merak–Pulorida) merupakan koridor penting yang menghubungkan Terminal Seruni–Pulorida dengan panjang rute ±19,8 km. Penelitian ini bertujuan mengevaluasi kinerja pelayanan angkot trayek tersebut berdasarkan persepsi pengguna serta menentukan atribut prioritas perbaikan menggunakan metode Importance– Performance Analysis (IPA). Data primer dikumpulkan melalui survei intercept pada 18–24 Agustus 2025 di seluruh lintasan trayek, dengan 100 responden. Instrumen berupa kuesioner tertutup skala Likert 1–5 yang menilai dua dimensi (kepentingan dan kepuasan) terhadap 30 atribut layanan (P1–P30) Hasil pemetaan IPA menggunakan titik potong rata-rata kepentingan 3,084 dan kepuasan 2,920. ingkat kesesuaian rata-rata seluruh atribut mencapai 94,71% (secara umum layanan cukup sesuai harapan), namun nilai kepuasan masih berada di bawah kepentingan sehingga masih terdapat ruang perbaikan. Atribut dengan kesesuaian terendah adalah “sopir mengutamakan keselamatan penumpang” (P11) sebesar 90,19%, sedangkan tertinggi adalah “tidak membedakan berdasarkan jenis kelamin/profesi” (P29) sebesar 99,34%. Pada Kuadran I (prioritas perbaikan) terdapat aspek keselamatan dan kenyamanan ruang penumpang serta tarif, meliputi P11, P1, P10, P3, P26, P19, P7, P22, dan P24. Sementara itu, atribut yang perlu dipertahankan (Kuadran II) mencakup kepatuhan berlalu lintas dan kondisi teknis/kedisiplinan operasional seperti P15, P4, P13, P12, P30, P23, dan P8.
