Abstract
Evaluasi kinerja subkontraktor merupakan hal yang cukup penting bagi Perusahaan untuk memastikan standar kualitas, efisiensi biaya, dan keandalan operasional, serta menjadi basis pertimbangan dalam pengambilan keputusan kontrak kerja sama jangka panjang. Penelitian ini bertujuan untuk mengevaluasi dan meranking kinerja subkontraktor dengan mengintegrasikan metode Analytical Hierarchy Process (AHP) dan Elimination and Choice Translation Reality (ELECTRE). Metode AHP digunakan untuk menentukan bobot dari tiga kriteria utama yaitu Operasional, Biaya, Administrasi dan sepuluh sub-kriteria melalui perbandingan berpasangan. Hasil pembobotan AHP menunjukkan Kriteria Operasional sebagai kriteria dengan bobot tertinggi yaitu sebesar 0,62322, diikuti kriteria Biaya yang memiliki bobot 0,23949, dan kriteria Administrasi dengan bobot 0,13729. Bobot ini kemudian menjadi input dalam metode ELECTRE untuk melakukan perankingan berdasarkan konsep outranking melalui perhitungan matriks concordance dan discordance. Hasil evaluasi berhasil mengidentifikasi satu subkontraktor dengan kinerja terbaik dan tiga subkontraktor dengan kinerja terendah. Analisis lebih lanjut mengidentifikasi akar masalah kinerja rendah, seperti ketidakdisiplinan waktu dan kelemahan administratif, serta memberikan rekomendasi strategi perbaikan. Kombinasi AHP-ELECTRE dapat memberikan evaluasi yang objektif, sehingga tidak hanya mencerminkan kinerja saat ini tetapi juga mampu menjadi landasan strategis dalam menetapkan kelayakan subkontraktor untuk kemitraan jangka panjang

| Additional Information: | Subcontractor performance evaluation is crucial for the Company to ensure quality standards, cost efficiency, and operational reliability, as well as to form the basis for consideration in long-term partnership contract decisions. This study aims to evaluate and rank the performance of subcontractors by integrating the Analytical Hierarchy Process (AHP) and Elimination and Choice Translating Reality (ELECTRE) methods. The AHP method was used to determine the weights of three main criteria, namely Operational, Cost, and Administrative, and ten sub-criteria through pairwise comparisons. The AHP weighting results show that the Operational Criterion has the highest weight of 0.62322, followed by the Cost Criterion with a weight of 0.23949, and the Administrative Criterion with a weight of 0.13729. These weights were then used as input in the ELECTRE method to perform ranking based on the outranking concept through the calculation of concordance and discordance matrices. The evaluation results successfully identified one subcontractor with the best performance and three subcontractors with the lowest performance. Further analysis identified root causes of low performance, such as lack of punctuality and administrative weaknesses, and provided recommendations for improvement strategies. The AHP-ELECTRE combination can provide an objective evaluation, thus not only reflecting current performance but also being able to serve as a strategic foundation in determining the eligibility of subcontractors for long-term partnerships. | |||||||||
