Abstract
The dominance of rainfed rice fields in Lebak Regency places regional food security at high risk, particularly amidst the threat of global climate change. This study critically evaluates the effectiveness of the Pumping Irrigation Program as a strategic public policy instrument, adopting William N. Dunn’s six evaluation criteria. For data analysis, this research applies a qualitative approach where empirical data were processed using NVivo 12 software, offering precise validity of findings in mapping the complex dynamics of policy implementation in the field. The results present transformative findings that the program has proven to be a successful solution in converting drought-prone idle lands into productive hubs, marked by a significant surge in the Cropping Index (IP) from one to three planting cycles per year. The main strength of this study lies in the finding of high social capital among farmers, where water distribution is managed fairly through a synergy between modern technology and local wisdom mechanisms (Ulu-ulu). Furthermore, the high responsiveness of the program based on participatory planning (bottom-up) demonstrates success in addressing the real needs of the community. Despite challenges regarding the efficiency of fuel operational costs, it is concluded that the program is technically effective. The study recommends a revolution in policy design from mere physical asset grants to an integrated service package encompassing operational subsidies and human resource competency training to ensure the sustainability of farmer welfare and regional food security.

| Additional Information: | Dominasi lahan sawah tadah hujan di Kabupaten Lebak menempatkan ketahanan pangan daerah dalam risiko tinggi, terutama di tengah ancaman perubahan iklim global. Penelitian ini secara kritis mengevaluasi efektivitas Program Irigasi Perpompaan sebagai instrumen kebijakan publik strategis, dengan mengadopsi enam kriteria evaluasi William N. Dunn. Untuk analisis data, penelitian ini menerapkan pendekatan kualitatif, data empiris diolah menggunakan perangkat lunak NVivo 12 sehingga menyajikan validitas temuan yang presisi dalam memetakan kompleksitas dinamika implementasi kebijakan di lapangan. Hasil penelitian menyajikan temuan program ini terbukti menjadi solusi yang berhasil mengubah lahan tidur rawan kekeringan menjadi sentra produktif, ditandai dengan lonjakan Indeks Pertanaman (IP) yang signifikan dari satu menjadi tiga kali tanam per tahun. Kekuatan utama studi ini terletak pada temuan tingginya modal sosial petani, di mana distribusi air dikelola secara adil melalui sinergi antara teknologi modern dan mekanisme kearifan lokal (Ulu-ulu). Selain itu, tingginya responsivitas program berbasis perencanaan partisipatif (bottom-up) menunjukkan keberhasilan terhadap kebutuhan riil masyarakat. Meskipun terdapat tantangan mengenai efisiensi biaya operasional bahan bakar, disimpulkan bahwa program ini efektif secara teknis.
