Marisah, NIM. 6661210002. 2025. Public Administration Study Program. Sultan Ageng Tirtayasa University. Thesis. The Effectiveness of the Corporate Social Responsibility (CSR) Program of PT. X in Gerem Subdistrict, Cilegon City. Pembimbing Pertama: Dr. Kandung Sapto Nugroho, M. Si. Pembimbing Kedua: Nikki Prafitri, M. Si. Development is a process of change toward a better condition with the aim of improving community welfare, in accordance with the 1945 Constitution of Indonesia. Banten Province has significant economic potential and is one of the main destinations for foreign investment on Java Island. Cilegon City, as a strategic industrial center in Banten, recorded the highest investment value of IDR 21.734 trillion, indicating its role as the main driver of the regional economy. One of the companies operating in Cilegon is PT. X, engaged in the production of polyethylene and polypropylene with an annual production capacity of approximately 450,000 tons. However, the CSR program of PT. X in Gerem Subdistrict has not been implemented optimally. Challenges include uneven distribution of program benefits, limited socialization, and lack of structured guidance and training, especially in the development of the Menderma Waste Bank. This study aims to determine the effectiveness of PT. X’s CSR program in Gerem Subdistrict. The research employs a descriptive quantitative method based on Sutrisno’s (2007) theory of effectiveness, with 195 respondents selected using accidental sampling. Data were analyzed using SPSS version 25. The results indicate that PT. X’s CSR program is effective, with an effectiveness value of 69.24%. Hypothesis testing showed a t-value of 17.03 > t-table 0.1178 at a 0.05 significance level, indicating that H0 is rejected and the CSR program is proven effective. Based on the findings, it is recommended that PT. X improve program socialization, conduct comprehensive needs assessments, involve the community in planning, arrange realistic activity schedules, and carry out regular evaluations. Pembangunan adalah proses perubahan menuju kondisi yang lebih baik dengan tujuan meningkatkan kesejahteraan masyarakat, sesuai dengan Undang-Undang Dasar 1945. Provinsi Banten memiliki potensi ekonomi yang besar dan menjadi salah satu tujuan utama investasi asing di Pulau Jawa. Kota Cilegon sebagai pusat industri strategis di Banten mencatatkan nilai investasi tertinggi sebesar Rp. 21.734 triliun, menunjukkan perannya sebagai penggerak utama perekonomian daerah. Salah satu perusahaan yang beroperasi di Cilegon adalah PT. X, bergerak di bidang produksi polietilena dan polipropilena dengan kapasitas produksi sekitar 450.000 ton per tahun. Namun, program CSR PT. X di Kelurahan Gerem belum berjalan secara optimal. Beberapa kendala meliputi manfaat program yang belum dirasakan merata oleh masyarakat, minimnya sosialisasi, serta kurangnya bimbingan dan pelatihan, terutama pada pengembangan Bank Sampah Menderma. Penelitian ini bertujuan untuk mengetahui efektivitas program CSR PT. X di Kelurahan Gerem. Penelitian menggunakan metode kuantitatif deskriptif dengan teori efektivitas Sutrisno (2007) dan sampel sebanyak 195 responden melalui teknik accidental sampling. Data dianalisis menggunakan SPSS versi 25. Hasil penelitian menunjukkan bahwa program CSR PT. X dinyatakan efektif dengan nilai efektivitas sebesar 69.24%. Uji hipotesis menunjukkan t hitung sebesar 17.03 > t tabel 0.1178 pada tingkat signifikansi 0.05, sehingga H0 ditolak dan program CSR terbukti efektif. Berdasarkan hasil penelitian, disarankan agar PT. X meningkatkan sosialisasi program, melakukan pemetaan kebutuhan masyarakat, melibatkan warga dalam perencanaan, menyusun jadwal kegiatan realistis, dan melakukan evaluasi secara berkala.
