Abstract
Penelitian ini bertujuan untuk menganalisis praktik pola rent Seeking (perburuan rente) dalam ekonomi politik bisnis tempat hiburan malam (THM) di Kota Serang. Kota Serang memiliki julukan sebagai "Kota Santri”, namun realitas di lapangan menunjukkan masih adanya keberlangsungan THM. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus instrumental tunggal. Kerangka teori utama yang digunakan adalah teori rent seeking yang menjelaskan upaya individu atau kelompok untuk memperoleh keuntungan ekonomi melalui manipulasi lingkungan politik dan peraturan, bukan melalui produksi atau penciptaan nilai. Hasil penelitian menunjukkan bahwa praktik rent seeking terwujud dalam beberapa bentuk, antara lain: (1) adanya “fee” dalam proses perizinan yang dilakukan secara tersembunyi; (2) pemberian "bekingan" atau perlindungan dari oknum aparat kepolisian dan oknum pemerintahan untuk menghindari penertiban. Aktor utama yang terlibat adalah pengusaha THM yang memiliki modal kuat, berkolaborasi dengan oknum pemerintahan yakni oknum Satpol PP, serta oknum kepolisian. | Additional Information: | This study aims to analyze the practice of rent-seeking patterns in the political economy of nightlife venues (THM) in Serang City. Serang City is nicknamed "The City of Santri," but the reality on the ground shows that THM continue to exist. This study uses a qualitative approach with a single instrumental case study method. The primary theoretical framework used is rent-seeking theory, which explains the efforts of individuals or groups to gain economic benefits through manipulation of the political and regulatory environment, rather than through production or value creation. The results show that rent-seeking practices manifest in several forms, including: (1) the existence of grease in the licensing process, which are carried out covertly; (2) providing "backing" or protection from certain police and government officials to avoid enforcement. The main actors involved are THM entrepreneurs with substantial capital, collaborating with government officials, including Public Order Agency (Satpol PP) officers and police officers.
