Abstract
Pemerintah Kota Serang membangun aplikasi RAGEM (Religius, Adaptable, Great, Educate, Modern), yang merupakan sebuah bentuk dari Sistem Pemerintahan Berbasis Elektronik, dengan tujuan mempermudah masyarakat Kota Serang untuk mendapatkan layanan dan informasi publik kapanpun dan dimanapun. Namun, dalam pelaksanaannya, aplikasi RAGEM masih mengalami berbagai hambatan. Penelitian ini bertujuan untuk mencari tahu tingkat efektivitas Sistem Pelayanan Berbasis Elektronik (SPBE) pada aplikasi RAGEM di Kota Serang. Tingkat efektivitas suatu program pemerintah dapat digunakan sebagai acuan tingkat keberhasilan pelaksanaan suatu program, hal inilah yang membuat penelitian ini menarik bagi peneliti. Penelitian ini menggunakan penelitian deskriptif dengan pendekatan kuantitatif. Penelitian ini dilakukan di Kota Serang dengan aplikasi RAGEM yang dioperasikan Dinas Komunikasi dan Informatika Kota Serang (Diskominfo) sebagai subjeknya. Instrumen penelitian ini adalah peneliti sendiri, dengan dilengkapi kuisioner dan observasi. Teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Teknik analisis menggunakan indikator efektivitas dari Duncan. Hasil penelitian menunjukkan bahwa efektivitas pelaksanaan SPBE pada aplikasi RAGEM di Kota Serang dilihat dari indikator pencapaian tujuan, integrasi, dan adaptasi sudah efektif. Dibuktikan dengan Efektivitas aplikasi RAGEM memperoleh penilaian sebesar 77.95%, dimana dimensi pencapaian tujuan menyumbang sebesar 29.95%, dimensi integrasi menyumbang sebesar 28.51%, dan dimensi adaptasi menyumbang 19.89%. Hasil tersebut diperkuat dengan penilaian responden yang menunjukkan bahwa Efektivitas aplikasi RAGEM di Kota Serang berada dalam kategori penilaian yang baik. Saran dalam penelitian ini yaitu diharapkan Diskominfo sebagai pelaksana untuk lebih aktif melakukan sosialiasi tentang RAGEM kepada masyarakat dan aktif memperbaharui aplikasi demi keamanan data, pemerintah Kota Serang juga perlu menyediakan komputer dan operator khusus di setiap OPD terkait agar tugasnya terfokus dan mempercepat penyelesaian aduan.

| Additional Information: | The Serang City Government built the RAGEM (Religious, Adaptable, Great, Educate, Modern) application, which is a form of Electronic-Based Government System, with the aim of making it easier for the people of Serang City to get public services and information anytime and anywhere. However, in its implementation, the RAGEM application still experiences various obstacles. This research aims to find out the level of effectiveness of the Electronic-Based Service System (SPBE) in the RAGEM application in Serang City. The level of effectiveness of a government program can be used as a reference for the success rate of implementing a program, this is what makes this research interesting for researchers. This research uses descriptive research with a quantitative approach. This research was conducted in Serang City with the RAGEM application operated by the Ministry of Communication and Informatics of Serang City (Diskominfo) as the subject. The instrument of this research is the researcher himself, equipped with questionnaires and observations. Data collection techniques through interviews, observation, and documentation. The analysis technique uses Duncan's effectiveness indicators. The results showed that the effectiveness of SPBE implementation in the RAGEM application in Serang City seen from the indicators of goal achievement, integration, and adaptation was effective. This is evidenced by the effectiveness of the RAGEM application obtaining an assessment of 77.95%, where the dimension of achieving goals contributed 29.95%, the integration dimension contributed 28.51%, and the adaptation dimension contributed 19.89%. These results are reinforced by respondents' assessments which show that the effectiveness of the RAGEM application in Serang City is in the good assessment category. Suggestions in this study are that Diskominfo as the implementer is expected to be more active in socializing about RAGEM to the public and actively updating the application for data security, the Serang City government also needs to provide computers and special operators in each related OPD so that their duties are focused and accelerate the resolution of reports. | |||||||||
