Abstract
This study aims to determine the impact of changes in the social, economic and cultural characteristics of the community around the Cilegon South Ring Road which shows positive and negative impacts on the social and economic conditions of the community, especially those living around the southern ring road. The impact of the construction of the southern ring road in Cilegon from changes in social and economic conditions that have positive values for the community is indicated by the ease of access to reach other areas as well as public or social facilities. crossroads for immigrant communities that also open up opportunities for trade and service activities. In addition, there is a social impact on the community, namely the proliferation of nightclubs and dimly lit stalls selling liquor. From this, the community organization GEBRAK received a rejection. The method used in this study is a descriptive method with a qualitative approach. So in the selection of informants, researchers used purposive. The techniques used by researchers in data collection are interviews, observation, and documentation studies. The results of the field research show that the impact of the South Ring Road on the surrounding community or road user communities is still felt to be balanced, between positive impacts and negative impacts. Based on the results of the study, the authors give advice, especially to traders who open SMEs in the southern ring road area, must comply with the regulations passed by the Mayor of Cilegon number 39 of 2011 concerning the provisions of building structure and the environment of the southern ring road corridor in Cilegon City. Then, the impact of social changes in society on the emergence of the night entertainment industry and dimly lit stalls by selling liquor which violates several Cilegon City Regulations, and the condition of the emergence of nightclubs and dimly lit stalls resulted in a refusal from the GEBRAK alliance which wanted to permanently close it. nightclubs and dimly lit stalls.

| Additional Information: | Penelitian ini bertujuan untuk mengetahui dampak perubahan kondisi karakkteristik sosial, ekonomi dan budaya masyarakat sekitar Jalan Lingkar Selatan Cilegon yang menunjukan dampak positif dan negatif terhadap kondisi sosial dan ekonomi masyarakat khususnya yang tinggal disekitar jalan lingkar selatan tersebut. Dampak dari pembangunan jalan lingkar selatan cilegon dari perubahan kondisi sosial dan ekonomi yang bernilai positif bagi masyarakat ditunjukkan dengan adanya kemudahan akses untuk menjangkau wilayah lain serta fasilitas umum atau sosial selain itu penelitian juga menemukan bahwa masyarakat lokal mulai mengembangkan usaha warung kecil disekitar jalan lingkar selatan dan persimpangan jalan masyarakat pendatang yang turut membuka peluang kegiatan perdagangan dan jasa. Selain itu, ada dampak sosial masyarakat yakni dengan menjamurnya tempat hiburan malam dan warung remang-remang yang menjual minuman keras. Dari hal ini mendapatkan penolakan dari organisasi masyarakat GEBRAK. Metode yang dilakukan dalam penelitian ini adalah metode deskriftif dengan pendekatan kualitatif. Maka dalam pemilihan informan peneliti menggunakan purposive. Adapun teknik yang digunakan peneliti dalam pengumpulan data adalah wawancara, observasi, dan studi dokumentasi. Hasil penelitian lapangan menunjukkan bahwa dampak Jalan Lingkar Selatan terhadap masyarakat sekitar atau masyarakat pengguna jalan masih dirasakan seimbang, antara dampak yang bersifat positif dengan dampak yang bersifat negatif. Berdasarkan hasil penelitian, penulis memberikan saran khususnya kepada para pedagang yang membuka UKM di daerah jalan lingkar selatan harus menaati peraturan yang disahkan oleh Walikota Cilegon nomor 39 tahun 2011 tentang ketentuan tata bangunan dan lingkungan koridor jalan lingkar selatan Kota Cilegon. Kemudian, dampak perubahan sosial masyarakat terhadap munculnya industri hiburan malam dan warung remang-remang dengan menjual minuman keras yang melanggar beberapa Peraturan Daerah Kota Cilegon, dan kondisi munculnya tempat hiburan malam dan warung remang-remang mendapakan aksi penolakan dari aliansi GEBRAK yang ingin menutup secara permanen tempat hiburan malam dan warung remang-remang. | |||||||||
