Abstract
The focus of this research is the evaluation of the relocation of street vendors (PKL) in the Pandeglang town square (Alun-alun Pandeglang). The identified issue is that the relocation facilities provided by the local government have not been utilized effectively. Many vendors returned to the town square, as the relocation is perceived to reduce their income. This situation has led to urban disorder, disrupted pedestrian access and traffic flow, and is worsened by the lack of firmness from the Civil Service Police Unit (Satpol PP) in enforcing regulations. This study uses a qualitative approach with a descriptive method and is based on the policy evaluation criteria theory by Leo Agustino. The research findings indicate that the relocation has not been optimally implemented due to a lack of communication and coordination among stakeholders, inadequate infrastructure and technology, and the absence of a dedicated budget for the evaluation of the relocation to the Gedung Juang culinary tourism area. The proposed recommendations include increasing the number of enforcement personnel, conducting regular evaluations of coordination and communication, providing clear and sufficient budget allocation, and fostering cooperation with other relevant agencies to ensure a comprehensive and sustainable relocation process.

| Additional Information: | Fokus penelitian ini adalah evaluasi relokasi Pedagang Kaki Lima (PKL) di Alun-alun Pandeglang. Masalah yang diidentifikasi yaitu bangunan relokasi yang disediakan pemerintah belum dimanfaatkan secara efektif. Banyak PKL kembali berjualan di alun-alun karena relokasi dianggap menurunkan pendapatan. Kondisi ini menyebabkan kesemrawutan kota, mengganggu pejalan kaki dan lalu lintas, serta diperparah oleh ketidaktegasan Satpol PP dalam menegakkan peraturan. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif dan teori evaluasi kebijakan menurut Leo Agustino. Hasil penelitian menunjukkan relokasi belum berjalan optimal karena kurangnya komunikasi dan koordinasi antar-stakeholder, sarana dan prasarana yang tidak memadai, belum adanya anggaran khusus untuk evaluasi relokasi ke kawasan wisata Gedung Juang, serta keterbatasan teknologi. Rekomendasi yang diajukan meliputi peningkatan jumlah personel pengawas, pelaksanaan evaluasi rutin terhadap koordinasi dan komunikasi, alokasi anggaran yang jelas dan mencukupi, serta perlunya kerjasama dengan dinas terkait guna mendukung keberhasilan relokasi PKL secara menyeluruh dan berkelanjutan. | |||||||||
