Abstract
This study aims to examine how the Provincial Government of Banten implements Regional Regulation Number 5 of 2020 concerning the Industrial Development Plan of Banten Province (RPIP) for 2020–2040, with a focus on the policy of facilitating cooperation between vocational high schools (SMKs) and the business and industrial sectors (DUDI). The problem identification reveals inadequacies in policy standards and objectives, limited resources, suboptimal inter-organizational relations, and social conditions that do not fully support the implementation of SMK–DUDI collaboration. This research adopts a case study approach using the policy implementation framework of Van Meter and Van Horn. A qualitative method with descriptive explanation is employed, and data were collected through document analysis, observation, and in-depth interviews. The findings indicate that the implementation of Regional Regulation Number 5 concerning RPIP Banten, particularly regarding the Link and Match between SMKs and DUDI, remains insufficient to effectively facilitate collaboration. The policy implementation is still partial, unstructured, and has yet to produce a systemic impact on SMK–DUDI cooperation for improving the quality of vocational education. The researcher recommends that the Banten Provincial Government enhance the facilitation of Link and Match cooperation through strategic measures, including the development of detailed technical guidelines and measurable performance indicators, alignment of SMK curricula with industry needs mapping, and the establishment of support units for partnerships. The government is also expected to establish and strengthen cross-sectoral communication and coordination forums.

| Additional Information: | Penelitian ini bertujuan untuk mengetahui bagaimana Pemerintah Provinsi Banten mengimplementasikan Peraturan Daerah Nomor 5 Tahun 2020 tentang Rencana Pembangunan Industri Provinsi (RPIP) Banten Tahun 2020–2040, dengan fokus pada kebijakan fasilitasi kerja sama antara SMK dan DUDI. Indentifikasi masalah menunjukkan bahwa belum memadainya standar dan tujuan kebijakan, keterbatasan sumber daya, serta hubungan antar organisasi, dan kondisi sosial yang belum optimal mendukung penyelenggaraan kerja sama SMK dan DUDI. Pendekatan penelitian menggunakan studi kasus dengan kerangka teori implementasi Kebijakan Van Meter dan Van Horn. Penelitian ini menggunakan metode penelitian kualitatif dengan eksplanasi deskriptif. Data dikumpulkan melalui studi dokumentasi, observasi dan wawancara mendalam. Hasil penelitian mengungkap bahwa implementasi Peraturan Daerah Nomor 5 tentang RPIP Banten terkait Link and Match SMK dan DUDI belum memadai dalam rangka untuk memfasilitasi kerja sama SMK dan DUDI. Implementasi kebijakan masih berjalan secara parsial, belum terstruktur, dan belum mampu mencapai dampak sistemik terhadap kerja sama SMK dan DUDI guna peningkatan mutu pembelajaran di SMK. Peneliti merekomendasikan agar Pemerintah Provinsi Banten mengoptimalkan fasilitasi kerja sama Link and Match SMK dan DUDI melalui langkah strategis, antara lain: menyusun pedoman teknis dan indikator kinerja yang terukur, melakukan penyelarasan kurikulum jurusan SMK sesuai dengan pemetaan kebutuhan industri, serta membentuk unit pendamping kerja sama. Pemerintah juga diharapkan membentuk dan mengoptimalkan forum komunikasi dan koordinasi lintas sektor. | |||||||||
