Abstract
Indonesia ranks second in the world in the number of tuberculosis (TB) cases, so it requires the active role of various parties, including the community and society, to accelerate tuberculosis elimination. In this study, there is a need for an in-depth analysis of how community participation and what are the obstacles in tuberculosis elimination efforts in Serang Regency? Therefore, this study aims to examine the role of the community through the Sub Recipient (SR) of the Penabulu-STPI Banten Consortium in collaboration with the Health Office of Serang Regency in an effort to accelerate tuberculosis elimination in the region. This research uses empirical juridical method with descriptive analytical approach. Primary data was obtained through interviews with the Health Office of Serang Regency, the implementer of the Implementing Unit (IU) program in Serang Regency, and health cadres in the field. Meanwhile, secondary data were collected through document studies of laws and regulations, national and regional policies, and relevant literature. The results showed that the role of the community in helping to accelerate the elimination of tuberculosis through the Sub Recipient (SR) of the Penabulu-STPI Banten Consortium with the Serang Regency Health Office based on MoU Number 20. 01-SPK/SRBANTEN/PB-STPI/III/2021 which refers to Serang Regent Regulation No. 277 of 2023 on Tuberculosis and HIV/AIDS Management based on Law No. 17 of 2023 on Health, as well as Presidential Regulation No. 67 of 2021 shows the existence of work programs such as health education, active screening, treatment assistance, and involvement of cadres in contact investigations that support the acceleration of tuberculosis elimination. The results of this study indicate that the collaboration is able to increase public awareness, expand the reach of case finding, and increase the recovery rate of tuberculosis patients. Therefore, to further strengthen the existing regulatory support, it is necessary to periodically evaluate the implementation of the program and continue to advocate with the local government in an effort to eliminate tuberculosis in Serang Regency.

Dalam Penelitian ini perlu adanya analisis mendalam mengenai bagaimana peran serta masyarakat serta apa yang menjadi kendala dalam upaya eliminasi tuberkulosis di Kabupaten Serang? Sehingga penelitian ini bertujuan untuk mengkaji peran serta masyarakat melalui Sub Recipient (SR) Konsorsium Penabulu-STPI Banten yang bekerja sama dengan Dinas Kesehatan Kabupaten Serang dalam upaya percepatan eliminasi tuberkulosis di wilayah tersebut. Adapun penelitian ini menggunakan metode yuridis empiris dengan pendekatan deskriptif analitis. Data primer diperoleh melalui wawancara dengan Dinas Kesehatan Kabupaten Serang, pelaksana program Implementing Unit (IU) Kabupaten Serang, serta kader kesehatan di lapangan. Sementara itu, data sekunder dikumpulkan melalui studi dokumen terhadap peraturan perundang-undangan, kebijakan nasional dan daerah, serta literatur yang relevan. Hasil penelitian menunjukkan bahwa peran masyarakat dalam membantu percepatan eliminasi tuberkulosis melalui Sub Recipient (SR) Konsorsium Penabulu-STPI Banten dengan Dinas Kesehatan Kabupaten Serang berdasarkan MoU Nomor 20.01-SPK/SRBANTEN/PB-STPI/III/2021 yang mengacu kepada Peraturan Bupati Serang Nomor 277 Tahun 2023 tentang Penanggulangan Tuberkulosis dan HIV/AIDS berdasarkan Undang-Undang Nomor 17 Tahun 2023 tentang Kesehatan, serta Peraturan Presiden Nomor 67 Tahun 2021 menunjukan adanya program kerja seperti edukasi kesehatan, skrining aktif, pendampingan pengobatan, serta pelibatan kader dalam investigasi kontak yang mendukung percepatan eliminasi tuberkulosis. Hasil dari penelitian ini menujukan Kerjasama tersebut mampu meningkatkan kesadaran masyarakat, memperluas jangkauan penemuan kasus, serta meningkatkan angka kesembuhan pasien tuberkulosis. Oleh karena itu untuk lebih memperkuat dukungan regulasi yang ada sebelumnya, diperlukan evaluasi secara berkala dalam pelaksanaan program serta terus melakukan upaya advokasi dengan pemerintah setempat dalam upaya eliminasi tuberkulosis di Kabupaten Serang. | |||||||||
