Abstract
The Cageur Jasa program is an innovation of the Tangerang City Health Office implemented since 2017 with the aim of improving the accessibility and quality of public health services through door-to-door home visits, especially for vulnerable groups and those with difficulty accessing health facilities. This research was conducted at the Cipondoh Community Health Center because based on the Healthy Family Index (IKS) data, there are 4 indicators that are still not considered optimal. This research focuses on evaluating the implementation of the Cageur Jasa program using the CIPP evaluation model theory (Context Evaluation, Input Evaluation, Process Evaluation, Product Evaluation) from Stufflebeam. The research method used is descriptive qualitative with data collection techniques through interviews, observations, and documentation of program activities. The results show that the types of services provided include basic health checks, routine treatment, health education, and monitoring of infectious and non-infectious diseases that are needed by the community. From the input side, there are still limitations in human resources and budget financing that is not optimal. The implementation process is running well but requires increased coordination between stakeholders. From the product side, the program has a positive impact on the community but is not optimal, especially on indicators of independent family planning, treatment of tuberculosis, mental disorders, and high blood pressure. In conclusion, the Cageur Jasa Program plays an important role in improving health services, but it needs improvement in socialization so that the public is aware of the program's benefits in terms of health, maximum funding is obtained, and strengthening of health cadres is needed.

| Additional Information: | Program Cageur Jasa merupakan inovasi Dinas Kesehatan Kota Tangerang yang dilaksanakan sejak tahun 2017 dengan tujuan meningkatkan aksesbiltas dan kualitas layanan kesehatan masyarakat melalui kunjungan rumah yang dilaksanakan secara Door to Door, khusunya kepada kelompok rentan dan sulit menjangkau fasilitas kesehatan. Penelitian ini dilaksanakan di Puskesmas Cipondoh karena berdasarkan data Indeks Keluarga Sehat (IKS) terdapat 4 indikator yang masih belum dikatakan optimal, Penelitian ini berfokus untuk mengevaluasi pelaksanaan program Cageur Jasa dengan menggunakan teori model evaluasi CIPP (Context Evaluation, Input Evaluation, Process Evaluation, Product Evaluation) dari Stufflebeam. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi pada kegiatan program. Hasil penelitian menunjukan jenis layanan yang diberikan mencakup pemeriksaan kesehatan dasar, pengobatan rutin, edukasi kesehatan, serta pemantauan penyakit menular dan tidak menular yang memang dibutuhkan oleh masyarakat. Dari sisi input, masih ditemukan keterbatasan sumber daya manusia dan pembiayaan anggaran yang belum maksimal. Proses pelaksanaan berjalan baik namun memerlukan peningkatan koordinasi antar pemangku kepentingan. Dari sisi produk, program memberikan dampak positif pada masyarakat namun belum optimal, terutama pada indikator Keluarga Berencana mandiri, pengobatan TBC, Gangguan Jiwa, dan tekanan darah tinggi. Kesimpulannya, Program Cageur Jasa berperan penting dalam peningkatan pelayanan kesehatan, namun perlu perbaikan dalam sosialisasi untuk masyarakat mengetahui adanya program yang bermanfaat dalam segi kesehatan, pendanaan yang secara maksimal didapat, dan penguatan kader kesehatan. | ||||||
