Abstract
This study aims to analyze the implementation of collaborative governance in the empowerment of farmer groups in Ciruas District, Serang Regency. Based on Law of the Republic of Indonesia Number 19 of 2013 concerning the Protection and Empowerment of Farmers, it is stated that farmer empowerment is carried out through education, training, assistance, land consolidation, ease of access to technology and financing, as well as strengthening of farmer group institutions.This study uses the collaborative governance theory by Ansell & Gash. The research in descriptive qualitative in nature, with data collection methods including observation, interviews, and document studies. The result of this study indicate that the implementation of collaborative governance in farmer group empowerment has been fairly well realized through coordination between the Departement of Agriculture, agricultural extension officers, the private sector, and the active involvement of farmer groups in training activities, access to capital, and the use of agricultural technology. However, there are still challenges such as the limited capacity of farmers human resources (HR), low utilization of technology, and the suboptimal role of all stakeholders. Therefore, increased coordination and assistance are needed so that the empowerment of farmer groups can run sustainably and have a direct impact on increasing agricultural productivity in Ciruas District.

| Additional Information: | Penelitian ini bertujuan untuk menganalisis penerapan Collaborative Governance dalam pemberdayaan kelompok tani di Kecamatan Ciruas, Kabupaten Serang. Berdasarkan Undang-Undang Republik Indonesia Nomor 19 Tahun 2013 tentang Perlindungan dan Pemberdayaan Petani menunjukan bahwa pemberdayaan petani dilaksanakan melalui pendidikan, pelatihan, pendampingan, konsolidasi lahan, kemudahan akses terhadap teknologi dan pembiayaan, serta penguatan kelembagaan kelompok tani. Penelitian ini menggunakan teori Collaborative Governance Ansell & Gash. Penelitian ini bersifat kualitatif deskriptif dengan metode pengumpulan data berupa observasi, wawancara, dan studi dokumentasi. Hasil penelitian ini menunjukkan bahwa penerapan Collaborative Governance dalam pemberdayaan kelompok tani sudah cukup baik melalui koordinasi antara Dinas Pertanian, penyuluh pertanian, sektor swasta, serta peran aktif kelompok tani dalam kegiatan pelatihan, akses permodalan, dan pemanfaatan teknologi pertanian. Namun, masih adanya tantangan seperti keterbatasan kapasitas Sumber Daya Manusia (SDM) petani, rendahnya pemanfaatan teknologi, serta belum optimalnya peran seluruh pihak secara maksimal. Oleh karena itu, diperlukan peningkatan koordinasi dan pendampingan agar pemberdayaan kelompok tani dapat berjalan secara berkelanjutan dan berdampak langsung pada peningkatan produktivitas pertanian di Kecamatan Ciruas. | |||||||||
