Abstract
Health is one of the Human Rights as stated in the United Nations Declaration of Human Rights. With the existence of the Social Security Administering Agency (BPJS), it is hoped that it can achieve the goals contained in the mandate of the National Social Security System Law, namely the opening of a good and structured insurance system in Indonesia. This research is a descriptive study with a qualitative approach. The author focuses this research on variables from George C Edwards III's theory, namely communication, resources, disposition, and bureaucratic structure. This research was conducted at the Cilegon City Community Health Center. Implementation of Cilegon City Regional Regulation Number 3 of 2018 concerning the City Health System (Case Study of the BPJS Health Program at the Cilegon City Health Center) has not been implemented optimally. The parties involved such as the Cilegon City Health Office, UPTD JPKM Cilegon City, and the Cilegon City Social Service have communicated routinely regarding the implementation of the BPJS Health program in Cilegon City, namely by holding routine meetings every month formally or informally. If in terms of human resources, the Cilegon City Health Office always holds training for health center employees to improve competence. If in terms of non-human resources, namely the facilities and infrastructure used to support the implementation of the BPJS Health program in Cilegon City, the facilities and infrastructure at the health centers are inadequate due to the lack of equipment available at the health centers so that people must be referred to advanced health facilities to get the treatment they need. Disposition is the attitude of the implementers that there are still many BPJS Health users in Cilegon City who get different treatment from health center employees when seeking treatment, such as negligent employees and queues that are not prioritized. The implementation of Standard Operational Procedure (SOP) in the Implementation of Cilegon City Regional Regulation Number 3 of 2018 concerning the City Health System (Case Study of the BPJS Health Program at the Cilegon City Health Center) has been running well and in accordance with what has been implemented by the Cilegon City Health Office, UPTD JPKM Cilegon City, and the Cilegon City Social Service. The recommendation that can be given is that the Government always simplifies the procedures for managing BPJS Health

| Additional Information: | Kesehatan merupakan salah satu dari Hak Asasi Manusia seperti yang tercantum pada Deklarasi Hak Asasi Manusia Perserikatan Bangsa-bangsa. Dengan adanya Badan Penyelenggara Jaminan Sosial (BPJS) ini diharapkan dapat mencapai tujuan yang terdapat pada amanat Undang-Undang Sistem Jaminan Sosial Nasional yaitu terbukanya sistem perasuransian yang baik dan terstruktur di Indonesia. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif. Penulis memfokuskan penelitian ini pada variabel dari teori George C Edwards III yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi Implementasi Peraturan Daerah Kota Cilegon Nomor 3 Tahun 2018 tentang Sistem Kesehatan Kota (Studi Kasus Program BPJS Kesehatan di Puskesmas Kota Cilegon) belum terlaksana secara optimal. Pihak-pihak yang terlibat seperti Dinas Kesehatan Kota Cilegon, UPTD JPKM Kota Cilegon, dan Dinas Sosial Kota Cilegon sudah melakukan komunikasi secara rutin terkait dengan implementasi program BPJS Kesehatan di Kota Cilegon yaitu dengan cara melakukan rapat rutin setiap bulannya secara formal maupun informal. Jika dari segi sumber daya manusia bahwa Dinas Kesehatan Kota Cilegon selalu mengadakan pelatihan bagi pegawai puskesmas untuk meningkatkan kompetensi. Jika dari segi sumber daya non manusia yaitu sarana dan prasarana yang digunakan untuk menunjang implementasi program BPJS Kesehatan di Kota Cilegon bahwa sarana dan prasarana di puskesas belum memadai karena kurangnya peralatan yang tersedia di puskesmas sehingga masyarakat harus dirujuk ke fasilitas kesehatan tingkat lanjut untuk mendapatkan pengobatan yang dibutuhkan. Disposisi merupakan sikap dari para implementator bahwa masih banyak masyarakat pengguna BPJS Kesehatan di Kota Cilegon yang mendapatkan perlakuan yang berbeda dari pegawai puskesmas pada saat berobat seperti pegawai yang lalai dan antrean yang tidak diutamakan. Penerapan Standard Operational Procedure (SOP) pada Implementasi Peraturan Daerah Kota Cilegon Nomor 3 Tahun 2018 tentang Sistem Kesehatan Kota (Studi Kasus Program BPJS Kesehatan di Puskesmas Kota Cilegon) sudah berjalan dengan baik dan sesuai yang telah dijalankan oleh Dinas Kesehatan Kota Cilegon, UPTD JPKM Kota Cilegon, dan Dinas Sosial Kota Cilegon.
