Abstract
The KLJ program is a signature social program of the DKI Jakarta Provincial Government as part of the efforts to prosper the elderly in DKI Jakarta which is regulated in DKI Governor Regulation Number 44 of 2022 concerning Provision of Social Assistance in the Framework of Social Protection. Although this programme has been running for a long time, there are still problems that occur such as a mismatch between the target and realisation of beneficiaries, the existence of new techniques and mechanisms in increasing the number of recipients of the KLJ programme but there is no increase, and a reduction in the nominal amount of assistance from Rp 600,000 to Rp 300,000. This study aims to evaluate the KLJ programme in helping the elderly to meet basic needs. This research uses Leo Agustino's Evaluation theory with 5 dimensions, namely Natural Resources, Institutions, Facilities, Infrastructure and Technology, Finance and Regulations. This research uses descriptive qualitative methods with data collection techniques are observation, interviews, and documentation. The results obtained are that the implementation of KLJ increases every year but is still not optimal due to a reduction in the nominal amount which affects the achievement of programme objectives. In addition, there are still problems such as limited quotas in providing food subsidies as part of efforts to fulfil basic needs, there are still villages where there are no Pendamsos fficers. This research is expected to be useful in developing the KLJ programme.

| Additional Information: | Program KLJ merupakan program unggulan Pemprov DKI Jakarta sebagai bagian dari upaya mensejahterakan lansia di DKI Jakarta yang diatur dalam Pergub DKI Nomor 44 Tahun 2022 Tentang Pemberian Bantuan Sosial dalam Rangka Perlindungan Sosial. Meskipun program ini sudah berjalan cukup lama, masih terdapat permasalahan yang terjadi seperti ketidaksesuaian antara target dan realisasi penerima bantuan, adanya teknis dan mekanisme baru dalam menambah jumlah penerima program KLJ namun tidak adanya peningkatan, serta adanya pengurangan jumlah nominal bantuan yang awalnya Rp 600.000 menjadi Rp 300.000. Penelitian ini bertujuan untuk mengevaluasi program KLJ dalam membantu lansia untuk memenuhi kebutuhan dasar. Penelitian ini menggunakan teori Evaluasi Leo Agustino dengan terdapat 5 dimensi yaitu SDA, Kelembagaan, Sarana, Prasarana dan Teknologi, Keuangan dan Regulasi. Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan datanya adalah observasi, wawancara, dan dokumentasi. Hasil penelitian yang didapatkan adalah pelaksanaan KLJ meningkat disetiap tahunnya namun masih belum optimal karena adanya pengurangan jumlah nominal yang mempengaruhi capaian tujuan program. Selain itu juga masih terdapatnya permasalahan seperti keterbatasan kuota dalam pemberian subsidi pangan sebagai bagian dari upaya pemenuhan kebutuhan dasar, masih terdapatnya Kelurahan yang tidak terdapat petugas Pendamsos. Penelitian ini diharapkan bisa berguna dalam pengembangan program KLJ. | ||||||
