Abstract

In accordance with Regional Regulation Number 7 of 2019 concerning Capital Participation, Perumda Pasar Niaga Kerta Raharja is assigned to manage 19 markets located across various sub-districts. Each of the 19 traditional markets in Tangerang Regency has distinct characteristics based on its location, yet they all serve the same function—as a space for trade and interaction among local residents and those from outside the area. This study employs the strategic management theory by J. David Hunger and Thomas L. Wheelen (1996:9), which includes Environmental Scanning, Strategy Formulation, Strategy Implementation, and Evaluation and Control, using a qualitative descriptive approach. However, the research focuses specifically on the strategy implementation stage to align with the study’s objectives. The results indicate that the management of Sepatan Market by Perumda Pasar Niaga Kerta Raharja has not been fully optimized, as various issues persist in the market's operation. These include inadequate facilities, waste management problems, retribution collection issues, and non-compliance by traders with existing regulations. The study recommends providing outreach and education to both internal and external traders of Sepatan Market, ensuring that all facilities meet applicable standards, and enforcing strict measures against traders who violate the rules.

Additional Information: Sesuai dengan Peraturan Daerah Nomor 7 Tahun 2019 tentang Penyertaan Modal, maka Perumda Pasar Niaga Kerta Raharja ditugaskan untuk mengelola 19 pasar yang tersebar di setiap kecamatan. Dari 19 pasar tradisional di Kabupaten Tangerang, setiap pasar memiliki masing-masing karakteristik yang sesuai dengan lokasinya dan memiliki fungsi yang sama yaitu sebagai sarana atau wadah perdagangan dan interaksi untuk warga setempat ataupun warga dari tempat yang lain. Teori yang digunakan yaitu teori Manajemen strategi menurut J. David Hunger dan Thomas L. Wheelen (1996:9) meliputi: Environmental Scanning, Strategy Formulation, Strategy Implementation, Evaluation and Control, dengan pendekatan kualitatif metode deskriptif. Namun dalam penelitian ini, peneliti berfokus pada implementasi strategi (strategy implementation) supaya sesuai dengan kebutuhan penelitian. Hasil penelitian bahwa Perumda Pasar Niaga Kerta Raharja sebagai pengelola pasar tradisional yang ada di Kabupaten Tangerang belum sepenuhnya maksimal dalam pengelolaan di Pasar Sepatan, dikarenakan masih terdapat banyak permasalahan di dalam pengelolaan di Pasar Sepatan. Mulai dari permasalahan fasilitas, sampah, uang retribusi, dan juga pedagang yang tidak mematuhi aturan. Saran, memberikan sosialisasi kepada para pedagang baik yang diluar maupun di dalam Pasar Sepatan, memastikan fasilitas yang ada di Pasar Sepatan sesusai dengan standar yang ada, dan juga memberi tindakan yang tegas kepada pedagang yang tidak mematuhi aturan.
