Abstract
This writing aims to understand the procedure for the Second Motor Vehicle Ownership Transfer Fee (BBNKB II) at the Serang City Samsat Office. It employs a descriptive method with data collection techniques including interviews, observations, and documentation. The object of this study is the Serang City Samsat Office. The results indicate that the BBNKB II procedure complies with the applicable laws. Furthermore, the procedure at the Serang City Samsat Office serves as an effort to encourage the public or taxpayers to carry out BBNKB II in accordance with the required terms and procedures. By eliminating the BBNKB II tax fee, this program eases the financial burden on the public in paying their motor vehicle taxes at the Serang City Samsat Office. However, there are still costs involved, such as for the issuance of the BPKB, STNK, TNKB, and SWDKLLJ. Despite this, there are still some obstacles in implementing BBNKB II, including the fact that some taxpayers are still unaware of the requirements and procedures.

| Additional Information: | Penulisan ini bertujuan untuk mengetahui Prosedur Bea alik Nama Kendaraan Bermotor II di Kantor Samsat Kota Serang. Penulisan ini menggunakan metode deskriptif dengan Teknik, pengumpulan data berupa, wawancara, observasi, dan teknik dokumentasi. Objek penulisannya adalah Kantor Samsat Kota Serang. Hasil penulisan sudah menunjukkan bahwa Prosedur Bea Balik Nama Kendaraan Bermotor II sudah sesuai dengan Undang-undang yang berlaku, dan Prosedur Bea Balik Nama Kendaraan Bermotor II Pada Kantor Samsat Kota Serang merupakan upaya untuk mengajak Masyarakat atau wajib pajak melakukan BBNKB II lengkap dengan persyaratan dan prosedurnya. Dengan menghapus tarif pajak BBNKB II, program ini meringankan masyarakat dalam mlembayarkan pajak kendaraan bermotornya pada Kantor Samsat Kota Serang. Namun terdapat biaya seperti penerbitan BPKB, penerbitan STNK, TNKB, dan SWDKLLJ. Namun masih ada beberapa kendala dalam melaksanakan BBNKB II diantaranya masih ada wajib pajak yang belum mengetahui persyaratan dan prosedurnya. | |||||||||
