Abstract

The title of this thesis, The Performance of Public Services at the Investment and One-Stop Integrated Services Office in Enhancing Investment in Serang City,reflects the research focus on the extent to which the public service performance provided by DPMPTSP contributes to regional investment growth. The background of this study is based on the importance of effective, fast, and transparent public services in attracting both local and national investors. This research adopts Agus Dwiyanto’s theory of public service performance, which includes five main indicators: productivity, service quality, responsiveness, responsibility, and accountability. Using a descriptive qualitative approach, data were collected through interviews, observations, and documentation. The findings show that although DPMPTSP Serang City generally has adequate human resources and a developing digital system, several aspects of service still face challenges, such as manual queuing systems, limited personnel, and suboptimal regulation dissemination. Moreover, investment realization has not fully met the targeted goals. Therefore, the performance of public services at DPMPTSP in enhancing investment is considered suboptimal and requires improvements, particularly in service consistency, process acceleration, and public communication enhancement. The researcher suggests that the DPMPTSP of Serang City enhance interdepartmental coordination and human resources, optimize digital service systems, strengthen employee training and work ethics, conduct continuous investment-related socialization, improve the complaint handling mechanism, and carry out regular evaluations and monitoring to support increased investment through more effective and professional public services.

Latar belakang penelitian ini didasarkan pada pentingnya pelayanan publik yang efektif, cepat, dan transparan dalam menarik minat investor, baik lokal maupun nasional. Penelitian ini menggunakan teori kinerja pelayanan publik dari Agus Dwiyanto yang mencakup lima indikator utama: produktivitas, kualitas layanan, responsivitas, responsibilitas, dan akuntabilitas. Dengan pendekatan kualitatif deskriptif, data diperoleh melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa meskipun secara umum DPMPTSP Kota Serang telah memiliki SDM yang memadai dan sistem digitalisasi yang mulai berkembang, namun beberapa aspek pelayanan masih menghadapi kendala, seperti sistem antrean manual, keterbatasan SDM, serta belum optimalnya sosialisasi regulasi. Realisasi investasi juga belum sepenuhnya mencapai target yang ditetapkan. Oleh karena itu, kinerja pelayanan publik DPMPTSP dalam meningkatkan investasi dinilai belum maksimal dan masih memerlukan peningkatan, khususnya dalam hal konsistensi layanan, percepatan proses, serta penguatan komunikasi publik. Peneliti menyarankan agar DPMPTSP Kota Serang meningkatkan koordinasi dan jumlah SDM, mengoptimalkan sistem pelayanan digital, memperkuat pelatihan serta etika kerja pegawai, melakukan sosialisasi investasi secara berkelanjutan, memperbaiki sistem pengaduan, serta rutin melakukan evaluasi dan monitoring guna mendukung peningkatan investasi melalui pelayanan publik yang lebih efektif dan profesional.
