Abstract
The high number of visits to “Saba Budaya Baduy” encourages innovation and development of cultural based tourism destinations. The development of “Saba Budaya Baduy” raises several problems, namely the irregular management of the parking area, the lack of coordination between the Customary Institution, local government, Baduy community, and business actors, the accumulation of garbage, and the increasing openness of Baduy community to outside habits. Based on the identification of the problems found, the formulation of the problem is “What is the impact of the development of ”Saba Buday Baduy“ on governance in Baduy Luar?” This research uses descriptive qualitative method with data collection method done through interview, observation, and document analysis, with data analysis process using Cresswell model. The researcher uses a combination of good governance theory according to Mahsun, et al and institutional perspective according to Wardana. The results of this study indicate that the condition of transparency in the “Saba Budaya Baduy” area has not run optimally because information in decision making has not been carried out transparently and there is no explanation of the impact of development on the community. Lack of accountability can be seen from the government's response to the community, the absence of reporting and evaluation mechanisms, unsustainable training programs, and the availability of infrastructure that does not pay attention to hygiene facilities. Participation has been running but not yet comprehensive because the active role is only from the government and external parties such as the mass media and so on, while the community is involved only in a few events. Institutional conditions that are not running optimally because there are still many challenges and problems in the governance of “Saba Budaya Baduy,” the many impacts caused by the development carried out, and the imposition of sanctions that are contrary to human rights. From these findings, what distinguishes this research from previous research is the focus of the research, namely on governance in Baduy Luar, where there has been no previous research that examines this matter in Baduy Luar.

| Additional Information: | Tingginya angka kunjungan “Saba Budaya Baduy” mendorong inovasi dan pengembangan destinasi pariwisata berbasis kebudayaan. Perkembangan pada “Saba Budaya Baduy” ini menimbulkan beberapa permasalahan yaitu pengelolaan area parkir yang tidak beraturan, kurangnya koordinasi antara Lembaga Adat, pemerintah daerah, masyarakat Baduy, dan pelaku usaha, terjadi penumpukan sampah, serta semakin terbukanya masyarakat Baduy terhadap kebiasaan luar. Berdasarkan identifikasi masalah yang ditemukan, maka rumusan masalahnya adalah “Apa dampak pengembangan “Saba Buday Baduy” terhadap tata kelola pemerintahan di Baduy Luar?” Penelitian ini menggunakan metode deskriptif kualitatif dengan metode pengumpulan data dilakukan melalui wawancara, observasi, dan analisis dokumen, dengan proses analisis data menggunakan model Cresswell. Peneliti menggunakan gabungan teori good governance menurut Mahsun, dkk dan perspektif kelembagaan menurut Wardana. Hasil dari penelitian ini menunjukkan bahwa kondisi transparansi di area “Saba Budaya Baduy” yang belum berjalan secara optimal karena informasi dalam pengambilan keputusan belum dilakukan secara transparan dan tidak adanya penjelasan mengenai dampak pengembangan kepada masyarakat. Kurangnya akuntabilitas dilihat dari respon pemerintah kepada masyarakat, tidak adanya mekanisme pelaporan dan evalusasi, program pelatihan yang belum berkelanjutan, serta ketersediaan infrastruktur yang kurang memperhatikan sarana kebersihan. Partisipasi sudah berjalan namun belum menyeluruh karena peran aktif hanya dari pihak pemerintah dan eksternal seperti media massa dan sebagainya sedangkan masyarakat dilibatkan hanya dalam beberapa event saja. Kondisi kelembagaan yang kurang berjalan secara optimal karena masih terdapat banyak tantangan dan maslaah dalam tata kelola “Saba Budaya Baduy,” banyaknya dampak yang ditimbulkan dari pengembangan yang dilakukan, serta pemberlakuan sanksi yang bertentangan dengan hak asasi manusia. Dari temuan-temuan ini yang membedakan penelitian ini dengan penelitian terdahulu adalah fokus penelitian yaitu kepada tata kelola pemerintahan di Baduy Luar, di mana belum terdapat penelitian sebelumnya yang meneliti berkaitan dengan hal ini di Baduy Luar. | ||||||
