Abstract
Mental disorders are serious health problems that can be suffered by anyone with symptoms of someone having difficulty concentrating, thinking, making decisions, and expressing their thoughts. Various efforts have been made by the government to reduce this mental health problem by creating a Rehabilitation Program for Neglected Psychotic Patients in DKI Jakarta whose objectives are in accordance with DKI Jakarta Governor Regulation No. 157 of 2015 concerning the Handling of People with Mental Disorders. However, in its implementation there are obstacles and problems that occur. This study uses a descriptive qualitative method with the Stufflebeam Policy Evaluation theory which has 4 indicators, Context Evaluation, Input Evaluation, Process Evaluation and Product Evaluation. The results of the study of the Rehabilitation Program for Psychotic Patients in DKI Jakarta are still not optimal, one of the reasons being that many Social Welfare Residents are not yet cooperative in participating in activities, therapy guidelines still use the old version and the family reunification process is not running optimally due to families who do not want a negative stigma in the family. Therefore, the DKI Jakarta government needs to design or develop a rehabilitation program for neglected psychotic patients.

| Additional Information: | Gangguan jiwa merupakan masalah kesehatan serius yang dapat di derita oleh siapapun dengan gejala seseorang kesulitan dalam berkonsentrasi, berpikir, mengambil keputusan, dan mengutarakan isi pikiran nya. Berbagai Upaya dilakukan oleh pemerintah untuk mengurangi masalah Kesehatan gangguan jiwa ini dengan dibuatnya Program Rehabilitasi Penyandang Psikotik Terlantar di DKI Jakarta yang tujuan sesuai dengan Peraturan Gubernur DKI Jakarta No.157 Tahun 2015 tentang Penanganan Orang Dengan Gangguan Jiwa. Namun, dalam implementasinya terdapat hambatan dan masalah yang terjadi. Penelitian ini menggunakan metode kualitatif deskriptif dengan teori Evaluasi Kebijakan Stufflebeam yang memiliki 4 indikator, Evaluasi Konteks, Evaluasi Masukan, Evaluasi Proses dan Evaluasi Produk. Hasil penelitian Program Rehabilitasi Penyandang Psikotik di DKI Jakarta masih belum optimal salah satunya karena banyaknya Warga Binaan Sosial yang belum kooperatif dalam mengikuti kegiatan, pedoman terapi masih menggunakan versi lama serta proses reunifikasi keluarga tidak berjalan optimal akibat keluarga yang tidak ingin adanya stigma negatif di dalam keluarga. Oleh karena itu, pemerintah DKI Jakarta perlu merancang atau pun mengembangkan program rehabilitasi penyandang psikotik terlantar . | ||||||
