Abstract

The petrochemical industry development project has a high level of complexity with various risks that can affect its success. This study aims to identify, assess, and manage project risks using the Washington State Department of Transportation (WSDOT) method in the workpackage-2 (WP-2) petrochemical industry development project. The results of risk identification obtained 7 main categories, namely: construction, technical, K3, environmental, social & legal, financial, and supply chain. From the 7 main categories, it was reduced to 13 risk events that had 31 main risk causes, including sources of uncertainty covering technical, managerial, financial, and environmental aspects. Furthermore, based on the results of the qualitative assessment: assessed from the aspect of the possibility of 7 "high" risks, 3 "moderate", 2 "low", 1 "very low". Assessment from the aspect of impact 1 "very high" risk, 9 "high" risks, and 3 "moderate" risks. Quantitative Assessment: Highest cost impact: 0.21 million USD; highest schedule: 1.72 months. The results of risk management show that the mitigation strategy for risks with the highest cost impact is vendor renegotiation (USD 0.21 million, 1.03 months). While the mitigation strategy for risks with the highest schedule impact: Re-planning & preparing additional work reports outside the scope (USD 0.16 million, 1.72 months). Finally, the risk control carried out for the risk of project implementation not being according to plan: re-planning, progress monitoring, root cause analysis. And for the risk of cost increases: budget monitoring, contingency fund evaluation, material price analysis, vendor negotiation.
