Abstract
The implementation of the Link and Match Program through the application of the Dual System curriculum at the Banten Petrochemical Industry Polytechnic aims to support the development of vocational education. Through this program, the Ministry of Industry is optimistic in improving the quality of Human Resources by providing the competencies needed by today's industrial world. Through collaboration with industry, PIPB strives to create competent and work-ready graduates. This study aims to analyze how the Collaborative Governance approach is applied in the implementation of the Link and Match program through the Dual System curriculum. This study uses a qualitative method with a case study approach. Data were collected through Observation, Documentation and Interviews. The data analysis technique uses the Miles, Huberman, and Saldana models, while the research data were analyzed using the NVivo 12 Pro Application. The results of the study indicate that Collaborative Governance in the implementation of the Link and Match program through the Dual System Curriculum has been running quite effectively, although it still faces a number of challenges. This collaboration is driven by the shared need for competent vocational HR and is strengthened by the commitment of various parties. Through the Industry Meeting forum, trust and understanding are built through regular dialogue, joint curriculum development, scholarship programs, and support from industry facilities. Concrete results include the establishment of Industry Classes and the absorption of graduates by industry. Based on research findings, PIPB is advised to form a special team to manage collaboration and clarify roles and responsibilities, accompanied by regular evaluation forums with industry. Industry partners are expected to be more active in contributing to education through the development of digital platforms for sharing teaching materials.

Melalui Program tersebut, Kementerian Perindustrian optimis dalam meningkatkan kualitas Sumber Daya Manusia dengan membekali kompetensi yang dibutuhkan oleh dunia industri masa kini. Melalui kolaborasi dengan industri, PIPB berupaya menciptakan lulusan yang kompeten dan siap kerja. Penelitin ini bertujuan untuk menganalisis bagaimana pendekatan Collaborative Governance diterapkan dalam pelaksanaan program Link and Match melalui kurikulum Dual System. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Data dikumpulkan melalui Observasi, Dokumentasi dan Wawancara. Teknik analisis data menggunakan model Miles, Huberman, dan Saldana, sedangkan data hasil penelitian dianalisis menggunakan Aplikasi NVivo 12 Pro. Hasil penelitian menunjukkan bahwa Collaborative Governance pelaksanaan program Link and Match melalui Kurikulum Dual System telah berjalan dengan cukup efektif, meskipun masih menghadapi sejumlah tantangan. Kolaborasi tersebut didorong oleh kebutuhan bersama akan SDM vokasi yang kompeten dan diperkuat oleh komitmen berbagai pihak. Melalui forum Temu Industri, kepercayaan dan kesepahaman dibangun melalui dialog rutin, penyusunan kurikulum bersama, program beasiswa, serta dukungan fasilitas dari industri. Hasil konkret berupa pembentukan Kelas Industri dan penyerapan lulusan oleh industri. Berdasarkan temuan penelitian, PIPB disarankan membentuk tim khusus untuk mengelola kolaborasi serta memperjelas peran dan tanggungjawab, disertai forum evaluasi rutin bersama industri. Mitra industri diharapkan lebih aktif berkontribusi dalam pendidikan melalui pengembangan platform digital berbagi materi ajar. | |||||||||
