Abstract
Tangerang Mayor Regulation Number 14 of 2020 concerning the Administration of Government Food Reserves is a strategic policy by the Tangerang City Government to strengthen food security, particularly in response to emergency situations such as natural disasters, food price inflation, and distribution disruptions. This regulation forms the basis for the provision and distribution of Government Food Reserves (CPP) targeting poor and vulnerable communities. The purpose of this study is to examine the implementation of the policy by the Food Security Agency of Tangerang City and its partner institutions, as well as to identify the obstacles faced during its execution. This research uses a qualitative approach, with data collected through in-depth interviews involving key informants from government institutions and the community. The analysis applies the policy implementation theory of Van Meter and Van Horn, which includes six core variables: policy standards and objectives, resources, characteristics and disposition of implementers, inter-organizational communication, socio-economic and political conditions, and implementation activities. The results indicate that the policy was implemented according to its designated mechanism, particularly through collaboration with Perum BULOG and a distribution system based on by-name-by-address data, supported by technical monitoring. Nevertheless, obstacles persist, such as low community participation and limited operational capacity among implementers. Socio-economic factors also affect policy effectiveness. The study recommends strengthening human resource capacity, conducting regular evaluations, improving beneficiary data systems, and increasing public awareness regarding the importance of food reserves.

Kebijakan ini menjadi dasar dalam penyediaan dan penyaluran Cadangan Pangan Pemerintah (CPP) kepada masyarakat miskin dan rentan. Penelitian ini bertujuan untuk menjalankan implementasi kebijakan oleh Dinas Ketahanan Pangan Kota Tangerang dan mitranya, serta mengidentifikasi faktor penghambat pelaksanaannya. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan wawancara mendalam terhadap informan dari unsur pemerintah dan masyarakat. Analisis dilakukan menggunakan teori implementasi kebijakan Van Meter dan Van Horn, yang mencakup enam variabel utama: standar dan sasaran, sumber daya, karakteristik dan sikap pelaksana, kondisi sosial ekonomi dan politik, serta aktivitas pelaksanaan. Hasil menunjukkan bahwa pelaksanaan berjalan sesuai mekanisme melalui kerja sama dengan Perum Bulog dan sistem distribusi berbasis data by name by address, didukung pemantauan teknis. Namun, hambatan tetap ada, seperti partisipasi masyarakat yang rendah dan keterbatasan kapasitas pelaksana. Faktor sosial ekonomi turut memengaruhi efektivitas.
