Abstract
This study discusses the crime of motorcycle theft committed by teenagers in the jurisdiction of the Cipocok Jaya Police Sector, using a criminology approach to identify the factors causing the crime. The main objective of this study is to determine the factors that encourage theft and how the police enforce it. The method used is normative juridical by conceptualizing law as what is written in laws and regulations or as rules and norms that become a benchmark for community behavior towards what is considered appropriate. The results of the study indicate that there are three main factors causing theft, namely economic, environmental, and educational factors. In law enforcement efforts, the Cipocok Jaya Police Sector faces a number of obstacles, such as limited personnel that are not comparable to the ideal ratio, inadequate facilities such as lack of computers, and difficulties in obtaining information on the whereabouts of the perpetrators they are looking for either through the general public or through relatives of the perpetrators themselves "cepu". The conclusion of this study emphasizes that the three causal factors ranging from economic, environmental, and educational factors trigger criminal acts, especially motorcycle theft committed by teenagers. Enforcement carried out by the police has not been optimal due to various technical and human resource constraints. Therefore, it is suggested that the Banten Regional Police continue to develop the Poliran (Police Care for Unemployment) program, so that it does not only provide training but also escorts the community until they get jobs, then to the Indonesian National Police to increase member recruitment so that there are no obstacles in carrying out their duties, and local governments are encouraged to expand employment opportunities to reduce unemployment rates which are one of the triggers of crime. This study contributes to the understanding of juvenile crime from a criminological perspective and the challenges of law enforcement at the local level.

| Additional Information: | Penelitian ini membahas tindak pidana pencurian sepeda motor yang dilakukan oleh remaja di wilayah hukum Kepolisian Sektor Cipocok Jaya, dengan menggunakan pendekatan kriminologi untuk mengidentifikasi faktor penyebab kejahatan tersebut. Tujuan utama penelitian ini adalah untuk mengetahui faktor-faktor yang mendorong terjadinya pencurian serta bagaimana penegakan yang dilakukan oleh pihak kepolisian. Metode yang digunakan adalah yuridis normatif dengan mengkonsepsikan hukum sebagai apa yang tertulis dalam peraturan perundang-undangan atau sebagai kaidah dan norma yang menjadi sebuah patokan berperilaku masyarakat terhadap apa yang dianggap pantas. Hasil penelitian menunjukkan bahwa terdapat tiga faktor utama penyebab pencurian, yaitu faktor ekonomi, lingkungan, dan pendidikan. Dalam upaya penegakan hukum, Kepolisian Sektor Cipocok Jaya menghadapi sejumlah kendala, seperti keterbatasan jumlah personel yang tidak sebanding dengan rasio ideal, fasilitas yang belum memadai seperti kurangnya komputer, serta kesulitan dalam memperoleh informasi keberadaan pelaku yang sedang mereka cari baik melalui masyarakat secara umum maupun melalui kerabat dari pelaku itu sendiri “cepu”. Kesimpulan dari penelitian ini menekankan bahwa ketiga faktor penyebab tersebut mulai dari ekonomi, lingkungan, dan pendidikan menjadi pemicu terhadap tindak kriminal khususnya pencurian sepeda motor yang dilakukan oleh Remaja. Penegakan yang dilakukan pihak kepolisian belum berjalan secara optimal karena berbagai kendala teknis dan sumber daya manusia. Oleh karena itu, disarankan agar Kepolisian Daerah Banten agar terus mengembangkan program Poliran (Polisi Peduli Pengangguran), jadi tidak hanya memberikan pelatihan saja namun juga mengawal masyarakat sampai mereka mendapatkan pekerjaan, kemudian kepada Kepolisian Negara Republik Indonesia agar dapat meningkatkan rekrutmen anggota agar tidak terjadi suatu hambatan dalam menjalankan tugas, dan pemerintah daerah didorong untuk memperluas kesempatan kerja guna mengurangi angka pengangguran yang menjadi salah satu pemicu kejahatan. Penelitian ini memberikan kontribusi terhadap pemahaman tentang kejahatan remaja dari perspektif kriminologis serta tantangan penegakan hukum di tingkat lokal. | |||||||||
