Abstract
Tangerang City still has several disputed lands and around thousands of plots of land in Tangerang City have not been certified. This PTSL program still has many obstacles and problems that occur in the community. Such as overlapping certificates, and many land title certificates are found to be problematic. In order to improve land registration in Indonesia, especially in Tangerang City. The government through the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency launched a National Priority Program in the form of Acceleration of Complete Systematic Land Registration targeting the entire territory of Indonesia, so the Tangerang City Land Office has the authority to implement the Land Registration Program in Tangerang City. Problem identification, How is the implementation of the complete systematic land registration program in Tangerang City for land administration compliance in ensuring legal certainty? and what are the inhibiting factors in the implementation of the complete systematic land registration program in Tangerang City?, The theories used in this study are the Land Registration theory and the Legal Certainty theory. Research method, empirical juridical. The results of the study, the Tangerang City Land Office in implementing the PTSL program has been in accordance with the principles of land registration to create administrative compliance in providing legal certainty to the community. The conclusion of this study is: The Tangerang City Land Office has succeeded in achieving the average target according to its budget year in 2018 to 2024 in each sub-district in Tangerang City, although not yet fully maximized. Inhibiting factors include land boundary problems, measurement and mapping, limited human resources, administrative complexity and lack of public understanding. Suggestions from this study are: improving training and recruitment of employees and committees involving the village/sub-district, and increasing the intensity of socialization to the community.

| Additional Information: | Kota Tangerang masih terdapat beberapa tanah yang menjadi sengketa dan sekitar ribuan bidang tanah di Kota Tangerang belum bersertifikat. Program PTSL ini masih banyak kendala dan masalah yang terjadi di masyarakat. Seperti terdapat sertifikat yang tumpang tindih, dan banyak sertifikat hak atas tanah yang ditemukan bermasalah. Dalam rangka meningkatkan pendaftaran tanah di Indonesia, khususnya daerah Kota Tangerang. Pemerintah melalui Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional meluncurkan Program Prioritas Nasional berupa Percepatan Pendaftaran Tanah Sistematis Lengkap (PTSL) dengan target seluruh wilayah Indonesia, maka Kantor Pertanahan Kota Tangerang hadir dan mempunyai kewenangan untuk melaksanakan Program Pendaftaran Tanah di Kota Tangerang. Identifikasi masalah, Bagaimana implementasi program pendaftaran tanah sistematis lengkap di Kota Tangerang untuk kepatuhan administrasi tanah dalam menjamin kepastian hukum? serta apa yang menjadi faktor penghambat dalam pelaksanaan program pendaftaran tanah sistematis lengkap di Kota Tangerang?, teori yang digunakan dalam penelitian ini yaitu teori Pendaftaran Tanah dan teori Kepastian Hukum. Metode penelitian, yuridis empiris. Hasil penelitian, Kantor Pertanahan Kota Tangerang dalam pelaksanaan program PTSL sudah sesuai dengan prinsip pendaftaran tanah untuk menciptakan kepatuhan administrasi dalam memberikan kepastian hukum kepada masyarakat. Kesimpulan dalam penelitian ini yaitu: Kantor Pertanahan Kota Tangerang pada tahun 2018 sampai tahun 2024 telah berhasil mencapai rata-rata target sesuai dengan tahun anggarannya, walaupun belum sepenuhnya maksimal. Faktor penghambat yaitu permasalahan batas tanah, pengukuran dan pemetaan, keterbatasan sumber daya manusia, kompleksitas administrasi serta kurangnya pemahaman masyarakat. Saran dari penelitian ini yaitu: meningkatkan pelatihan dan perekrutan pegawai dan panitia yang melibatkan pihak desa/kelurahan, serta meningkatkan intensitas sosialisasi kepada masyarakat. | |||||||||
