Abstract

Satwas SDKP Serang plays a role in monitoring in the Banten Province and is responsible for issuing the Proper Operational Standards (SLO) for fishing vessels. The SLO service is now conducted digitally through the e-SLO application. This study aims to measure the level of satisfaction of business actors with the e-SLO service provided by Satwas SDKP Serang. This study was conducted in November-December 2024, with locations at PPN Karangantu, PPI Kronjo, and PPI Cituis. The research method used is a quantitative approach with a descriptive design, requiring both primary and secondary data. Primary data was collected through observation and interviews using questionnaires. Sampling was done using a census method, where the entire population was selected as the sample. The respondents consisted of 36 ship owners registered to use the e-SLO service. There are 9 assessment elements, each evaluated using a Likert scale. The results of the study showed that the satisfaction level of business actors as users reached an index of 88.11. This score falls within the "Good" performance category for the service unit, with a service quality rating of B. The diversity in users' ability to operate the e-SLO application is influenced by factors such as education, experience, and access to technology training.

Additional Information: Satwas SDKP Serang berperan dalam pengawasan di Provinsi Banten dan bertanggung jawab dalam penerbitan Standar Laik Operasi (SLO) bagi kapal perikanan. Layanan SLO kini dilakukan secara digital melalui aplikasi e-SLO. Penelitian ini bertujuan untuk mengukur tingkat kepuasan pelaku usaha terhadap pelayanan e-SLO yang disediakan oleh Satwas SDKP Serang. Penelitian ini dilakukan pada bulan November-Desember 2024 berlokasi di PPN Karangantu, PPI Kronjo, dan PPI Cituis. Metode penelitian yang digunakan adalah kuantitatif deskriptif, yang memerlukan data primer dan sekunder. Data primer dikumpulkan melalui observasi dan wawancara menggunakan kuesioner. Pengambilan sampel dilakukan dengan metode sensus, di mana seluruh populasi dijadikan sampel. Responden terdiri dari 36 pemilik kapal yang terdaftar sebagai pengguna layanan e-SLO dan terdapat bantuan responden yang meliputi nahkoda, penanggung jawab dan operator. Terdapat 9 unsur penilaian yang masing-masing dievaluasi menggunakan skala likert. Hasil penelitian menunjukkan bahwa tingkat kepuasan pelaku usaha sebagai pengguna mencapai indeks sebesar 88,11. Skor ini termasuk dalam kategori kinerja “Baik” untuk unit layanan, dengan nilai mutu pelayanan B. Keberagaman kemampuan pengguna dalam mengoperasikan aplikasi e-SLO dipengaruhi oleh faktor-faktor seperti pendidikan, pengalaman, dan akses terhadap pelatihan teknologi.
