Abstract
The COVID-19 pandemic from 2019 to 2022 has changed the global perspective on health, including in Indonesia. The authority of the government became crucial in responding to this health crisis. Various policies were implemented to protect the public and minimize the negative impact on public health. Based on this, the problem identification in this study is how the authority of local governments post-cancellation of the PPKM policy affects public health awareness in Tangerang City based on the Instruction of the Minister of Home Affairs Number 53 of 2022 on the Prevention and Control of COVID-19 During the Transition Period Towards Endemicity? Additionally, what are the barriers faced by the local government of Tangerang City, the Health Office of Tangerang City, and the Civil Service Police Unit (Satpol PP) in increasing public health awareness in Tangerang City after the cancellation of the PPKM policy? The researcher uses the Theory of Legal Effectiveness and the Theory of Authority. This study uses a juridical-empirical method with a descriptive-analytical research specification. The data sources consist of primary and secondary data, with data collection techniques including literature study and field research. Data analysis uses a qualitative approach. The research findings indicate that after the cancellation of the PPKM policy, the local government of Tangerang City and the Tangerang City Health Office did not issue new policies to follow up on the previous policy. The conclusion of the study is that the Tangerang City Government and the Tangerang City Health Office continued to implement health efforts such as health protocols, surveillance, vaccination, and public communication to mitigate the situation after the cancellation of the PPKM policy. The barriers identified post-cancellation of the PPKM policy, according to the Tangerang City Government and the Health Office, are that no significant obstacles were encountered. This is due to the return of public health awareness itself. The recommendation of this study is that the Tangerang City Government should issue follow-up policies that can serve as guidelines to maintain public health in Tangerang City.

Kewenangan pemerintah menjadi krusial dalam menanggapi krisis kesehatan ini. Berbagai kebijakan diberlakukan untuk melindungi masyarakat dan meminimalisasi dampak negatif terhadap kesehatan masyarakat. Berdasarkan hal tersebut, indentifikasi masalah pada penelitian ini adalah tentang bagaimana kewenangan Pemerintah Daerah pasca pencabutan kebijakan PPKM terhadap kesadaran kesehatan masyarakat di Kota Tangerang berdasarkan Instruksi Menteri Dalam Negeri Nomor 53 Tahun 2022 tentang Pencegahan Dan Pengendalian Corona Virus Disease 2019 Pada Masa Transisi Menuju Endemi? dan faktor penghambat Pemerintah Daerah Kota Tangerang, Dinas Kesehatan Kota Tangerang serta Satuan Polisi Pamong Praja pasca pencabutan kebijakan PPKM terhadap kesadaran kesehatan masyarakat Kota Tangerang?. Peneliti menggunakan Teori Efektivitas Hukum dan Teori Kewenangan. Penelitian ini menggunakan metode yuridis empiris dengan spesifikasi penelitian deskriptif analitis. Sumber data berupa data primer dan data sekunder, teknik pengumpulan data berupa penelitian kepustakaan dan penelitian lapangan, analisis data berupa pendekatan kualitatif. Hasil penelitian yang diperoleh, menunjukkan pasca pencabutan kebijakan PPKM Pemerintah Daerah Kota Tangerang serta Dinas Kesehatan Kota Tangerang tidak mengeluarkan kebijakan baru untuk menindak-lanjuti kebijakan tersebut. Kesimpulan dari penelitian ini adalah Pemerintah Kota Tangerang dan Dinas Kesehatan tetap melakukan upaya kesehatan seperti protokol kesehatan, surveilans, vaksinasi, dan komunikasi publik untuk menanggulangi pasca pencabutan kebijakan PPKM. Faktor penghambat pasca pencabutan kebijakan PPKM berdasarkan Pemerintah Kota Tangerang dan Dinas Kesehatan ialah tidak adanya faktor penghambat yang dialami. Hal ini dikarenakan kembali pada kesadaran kesehatan masyarakat itu sendiri. Saran dari penelitian ini adalah Pemerintah Daerah Kota Tangerang perlu mengeluarkan kebijakan lanjutan yang dapat dijadikan pedoman yang dapat digunakan untuk menjaga kesehatan masyarakat Kota Tangerang. | |||||||||
