Abstract
The sustainability of natural resources in the regions began to be threatened due to the impact caused by human activities or activities that pay less attention to environmental aspects, even though the emergence of environmental damage and natural resources that are increasing actually comes from the impact of human actions, such as sand mining activities without a permit. The environmental impact due to sand mining business activities in Lebak Regency, one of which is in Banjarsari District, which triggers potential environmental damage. This requires the role of the Banten Provincial Government in terms of policy supervision and utilization of natural resources, because the authority and management of the mining energy and mineral resources sector is under the auspices of the Provincial Government. The problem identification in this thesis is How is the supervision of the Provincial government on the license of sand mining companies in Lebak Regency, How is the overcoming of the license problem in Lebak Regency. This research uses normative juridical methods using normative legal research data types which are divided into promer legal materials, secondary materials, and tertiary legal materials. This writing research analysis uses descriptive qualitative and in collecting research data this writing is obtained through literature studies and accessing data through journals, and the internet. The results of this study are that Banten Province has had Regional Regulation Number 11 of 2012 concerning the Implementation of Mineral and Coal Mining. In conclusion, Banten Province has the authority to supervise and take action against unlicensed sand mining companies because there are regulations, but supervision of unlicensed sand mining activities is still not effective, so it needs to be handled in the form of stopping or closing the unlicensed sand mining activities.

| Additional Information: | Kelestarian sumber daya alam di daerah-daerah mulai terancam akibat dampak yang disebabkan oleh adanya kegiatan atau aktivitas manusia yang kurang memperhatikan aspek lingkungan, padahal timbulnya kerusakan lingkungan dan sumber daya alam yang semakin meningkat justru bersumber dari dampak perbuatan manusia, diantaranya seperti aktivitas penggalian pasir tanpa izin. Dampak lingkungan akibat kegiatan usaha pertambangan pasir yang ada di Kabupaten Lebak salah satunya di Kecamatan Banjarsari, yang memicu potensi kerusakan lingkungan. Hal ini membutuhkan peran Pemerintah Daerah Provinsi Banten dalam hal pengawasan kebijakan dan pemanfaatan sumber daya alam, karena kewenangan dan pengelolaan bidang pertambangan energi dan sumber daya mineral di bawah naungan pemerintah Daerah Provinsi. Identifikasi masalah dalam skripsi ini adalah Bagaimana pengawasan pemerintah daerah Provinsi terhadap izin pada perusahaan tambang pasir di Kabupaten Lebak, Bagaimana penanggulangan terhadap permasalahan izin di Kabupaten Lebak. Penelitian ini menggunakan metode yuridis normatif dengan menggunakan jenis data penelitian hukum normative yang terbagi menjadi bahan hukum promer, bahan sekunder, serta bahan hukum tersier. Analisis penelitian penulisan ini menggunakan deskriptif kualitatif dan dalam mengumpulkan data penelitian penulisan ini didapatkan melalui studi kepustakaan dan pengaksesan data melalui Jurnal, maupun internet. Adapun hasil penelitian ini adalah bahwa Provinsi Banten telah memiliki Peraturan Daerah Nomor 11 Tahun 2012 Tentang Penyelenggaraan Pertambangan Mineral Dan Batubara. Kesimpulannya Provinsi Banten memiliki kewenangan dalam melakukan pengawasan dan penindakan atas perusahaan penambang pasir yang tidak berizin karena telah ada regulasi, namun pengawasan terhadap aktifitas penambangan pasir tanpa izin masih belum berjalan efektif, hal demikian perlu penanganannya berupa menghentikan atau menutup aktifitas penambangan pasir tanpa izin tersebut. | |||||||||
