Abstract
The One Data Indonesia (SDI) policy is a government data governance policy based on Presidential Regulation Number 39 of 2019 concerning One Data Indonesia. This policy has many challenges in its implementation, one of which lies in human resources. This research focuses on SDI policies in the Banten Provincial government. The purpose of this study is to analyze the implementation of the SDI Policy in the Banten Provincial Government. The research method used is qualitative by analyzing data through interviews, observations and documentation. The theory used as a reference in this study is the policy implementation theory by George C. Edward III which consists of four indicators, namely communication, resources, disposition and bureaucratic structure. The results of the study show that the implementation of the One Data Indonesia (SDI) policy in the Banten Provincial Government has not fully gone well. In terms of communication, this policy has not been reached to all staff in each Regional Apparatus Organization (OPD). In terms of resources, there are still insufficient human resources and there are no functional positions of statisticians in the Banten Provincial Government, and improvements are still needed in terms of facilities. In terms of bureaucratic structure, there is no Standard Operating Procedure (SOP) in the implementation of one Indonesian Data in the Banten Provincial Government and there are no sanctions for data producers in the SDI implementation stage. The suggestion of this research is that the Banten Provincial Government should propose additional employees with the functional position of statisticians who are experts in managing data, add facilities to support the implementation of One Data Indonesia (SDI), and make Standard Operating Procedures (SOP) regarding the One Data Indonesia policy in Banten Province and Standard Operating Procedures (SOP) for data sharing.

| Additional Information: | Kebijakan Satu Data Indonesia (SDI) merupakan kebijakan tata kelola data pemerintah yang didasarkan Peraturan Presiden Nomor 39 Tahun 2019 Tentang Satu Data Indonesia. Kebijakan ini memiliki banyak tantangan dalam implementasinya salah satunya terletak pada sumber daya manusia. Penelitian ini berfokus pada kebijakan SDI di pemerintah Provinsi Banten. Tujuan penelitian ini untuk menganalisis implementasi Kebijakan SDI di Pemerintah Provinsi Banten. Metode penelitian yang digunakan adalah kualitatif dengan menganalisis data melalui wawancara, observasi dan dokumentasi. Teori yang digunakan sebagai acuan dalam penelitian ini adalah teori implementasi kebijakan oleh George C. Edward III yang terdiri dari empat indikator yaitu komunikasi, sumber daya, disposisi dan struktur birokrasi. Hasil penelitian menunjukkan bahwa implementasi kebijakan Satu Data Indonesia (SDI) di Pemerintah Provinsi Banten belum sepenuhnya berjalan dengan baik. Dalam aspek komunikasi belum tersampainya kebijakan ini kepada seluruh staf yang ada di masing-masing Organisasi Perangkat Daerah (OPD). Dalam aspek sumber daya masih belum tercukupinya sumber daya manusia dan belum adanya jabatan fungsional ahli statistisi di Pemerintah Provinsi Banten, serta masih diperlukan peningkatan dari segi fasilitas. Dalam aspek struktur birokrasi belum adanya Standar Operasional Prosedur (SOP) dalam penyelenggaraan satu Data Indonesia di Pemerintah Provinsi Banten sub dimensi Standar Operasional Prosedur (SOP) belum adanya Operasional Prosedur (SOP) operasional dan berbagi data. Pada sub dimensi fragmentasi belum dilaksanakan sebagaimana semestinya mengenai penyebaran tanggung jawab yang diberikan. Adapun saran penelitian ini yaitu sebaiknya Pemerintah Provinsi Banten mengajukan penambahan pegawai dengan jabatan fungsional ahli statistisi yang ahli dalam mengelola data, menambah fasilitas untuk mendukung penyelenggaraan Satu Data Indonesia (SDI), serta membuat Standar Operasional Prosedur (SOP) mengenai kebijakan Satu Data Indonesia di Provinsi Banten dan Standar Operasional Prosedur (SOP) berbagi data. | ||||||
