Abstract
SIWASIAT (Inspectorate Supervision Information System) application is an innovation issued by the Inspectorate General of the Ministry of Home Affairs to support the needs of supervision in the era of government digitalization. The Inspectorate General of the Ministry of Home Affairs is an institution that created the SIWASIAT application innovation with applicable policies. The SIWASIAT Application Innovation is here to replace the procedures for implementing reporting, supervision, and follow-up which were previously carried out manually into online integrated digitalization with several regional inspectorates in Indonesia. The SIWASIAT application comes with several innovative features to provide a system for implementing supervision and supporting reporting and supervision tasks for the implementation of regional activities from the Auditor/APIP of the Inspectorate General of the Ministry of Home Affairs to be efficient and easy with features such as e-Tlhp, e-Dumas, e-Dupak, APIP Lapor, and e-Jadwas. This study uses the Innovation Attribute theory from Rogers (2003). This theory contains five innovation attributes which include relative advantage (Relative Advantage), suitability (Compability), complexity (complexity), can be tried (triability), and can be observed (Observability). This study uses a qualitative research method with a case study approach. The results of the study show that SIWASIAT as an application with a form of e-Government innovation plays a role in improving performance, transparency and accountability in reporting activities, supervision, and follow-up of regional government administration. This application is not only to accelerate the reporting process and reduce administrative obstacles in its implementation and make supervision of regional government administration by the Inspectorate General of the Ministry of Home Affairs also more measurable.

| Additional Information: | Aplikasi SIWASIAT (Sistem Informasi Pengawasan Inspektorat) merupakan inovasi yang dikeluarkan Inspektorat Jenderal Kementerian Dalam Negeri untuk mendukung kebutuhan pengawasan di era digitalisasi pemerintahan. Inspektorat Jenderal Kemendagri merupakan Institusi yang menciptakan inovasi aplikasi SIWASIAT dengan kebijakan yang berlaku. Inovasi Aplikasi SIWASIAT hadir untuk menggantikan prosedur pelaksanaan pelaporan, pengawasan, serta tindak lanjut yang dahulunya dilakukan secara manual menjadi Digitaliasi teringrasi secara online dengan beberapa Inspektorat daerah di Indonesia. Aplikasi SIWASIAT hadir dengan menghadirkan beberapa fitur inovatif untuk memberikan sistem pelaksanaan pengawasan dan pendukungan tugas tugas pelaporan dan pengawasan penyelenggaraan kegiatan daerah dari Auditor/APIP Itjen Kemendagri menjadi efisien dan mudah dengan fitur-fitur seperti e-Tlhp, e-Dumas, e-Dupak, APIP Lapor, Dan e-Jadwas. Penelitan ini menggunakan teori Atribut Inovasi dari Rogers (2003). teori ini terdapat lima atribut inovasi yang mencakup keunggulan relatif (Relative Advantage), kesesuaian (Compability), kerumitan (complexity), dapat dicoba (triability), dan dapat diamati (Observability). Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus. Hasil penelitian menunjukan bahwa SIWASIAT sebagai aplikasi dengan bentuk inovasi e-Government berperan dalam meningkatkan kinerja, tranparansi dan akuntabilitas dalam aktivitas pelaporan, pengawasan, serta tindak lanjut penyelenggaraan pemerintahan Daerah. Aplikasi ini tidak hanya untuk mempercepat proses pelaporan dan mengurangi halangan administratif dalam pengimplementasiannya serta menjadikan pengawasan penyelenggaraan pemerintah daerah oleh Itjen Kemendagri juga lebih terukur. | ||||||
