Abstract
Population administration services, including the issuance of birth certificates, family cards, identity cards, and the like, are one of the categories of public services listed by Hardiansyah (in Sulastri, 2021). However, many people complain that services are still unrealistic and slow. First of all, the smartdukcapil application is considered less effective because it often experiences interference. Second, there is minimal outreach to the public regarding the smart dukcapil application. Third, criticism about smartducapil has not been responded to consistently. One of the efforts to improve population administration services as stated above, the Serang City Dukcapil Disdukcapil has published an online-based service system using an application called Smart Dukcapil. This research uses quantitative research methods with the aim of finding out whether the use of the Smartdukcapil application in population administration is effective or not. This research was conducted at the Population and Civil Registry Service of Serang City which resulted in that population administration services through the martdukcapil application were effective but not optimal. This is due to the lack of human resources possessed by the Serang City Population and Civil Registry Service who have an educational background in the field of technology. Apart from that, the Smartdukcapil application system still often experiences problems, making it difficult for the public. The suggestion from this research is that the Department of Population and Civil Registry should be more aggressive in conducting socialization and promotion of the official Smartdukcapil page to every level of society offline or online, either face to face or distributed via social media pages. Second, the public must pay more attention to technological developments so that they are aware of online-based service systems. The third suggestion is that the Population and Civil Registry Service should immediately add employees who understand technology with the aim of upholding online services at the Serang City Population and Civil Registry Service.

Additional Information: | Pelayanan administrasi kependudukan, antara lain penerbitan akta kelahiran, kartu keluarga, kartu identitas, dan sejenisnya, merupakan salah satu kategori pelayanan publik yang dicantumkan Hardiansyah (dalam Sulastri, 2021). Namun, banyak masyarakat yang mengeluhkan pelayanan yang masih belum realistis dan lambat. Pertama-tama, aplikasi smartdukcapil dinilai kurang efektif karena sering mengalami gangguan. Kedua, minimnya sosialiasi yang dlakukan kepada masyarakat tentang aplikasi smartdukcapil. Ketiga, kritik tentang smartducapil belum ditanggapi secara konsisten. Salah satu upaya untuk memperbaiki pelayanan administrasi kependudukan sebagaimana disampaikan di atas, Disdukcapil Kota Serang menerbitkan sistem pelayanan berbasis online dengan menggunakan aplikasi yang disebut dengan Smart Dukcapil. Penelitian ini menggunakan metode penelitian kuantitatif dengan tujuan untuk mengetahui apakah penggunaan aplikasi smartdukcapil dalam administrasi kependudukan sudah efektif atau belum. Penelitian ini dilakukan di Dinas Kependudukan dan Catatan Sipil Kota Serang yang menghasilkan bahwa pelayanan administrasi kependudukan melalui aplikasi martdukcapil sudah efektif namun belum optimal. Hal ini karena kurangnya sumber daya manusia yang dimiliki oleh pihak Dinas Kependudukan dan Catatan Sipil Kota Serang yang berlatarbelakang pendidikan di bidang teknologi. Selain itu, sistem aplikasi smartdukcapil masih sering mengalami gangguan sehingga menyulitkan masyarakat. Adapun Saran dari penelitian ini adalah sebaiknya pihak Dinas Kependudukan dan Catatan Sipil lebih gencar melakukan sosialisasi serta promosi laman resmi smartdukcapil ke setiap lapisan masyarakat secara offline atau online, baik secara tatap muka ataupun didistribusikan melalui laman media sosial. Kedua, masyarakat harus lebih memperhatikan perkembangan teknologi supaya mengetahui sistem pelayanan berbasis online. Saran yang ketiga adalah sebaiknya pihak Dinas Kependudukan dan Catatan Sipil segera menambah pegawai yang paham mengenai ilmu teknologi dengan tujuan untuk menjunjung pelayanan online di Dinas Kependudukan dan Catatan Sipil Kota Serang. | |||||||||
