Abstract
Street lighting equipment is a very basic thing but has a big impact because it is related to security, comfort and safety of the community. The reality in the field is that there are still lights that go out at several points, and the lifespan of street lighting tends to be short but repairing them takes quite a long time. So the maintenance and maintenance of street lighting in this area must be considered. The identification of the problem in this research is, What is the authority of the Regional Government regarding the implementation of street lighting equipment in the Pandeglang Regency Square based on the Regulation of the Minister of Transportation of the Republic of Indonesia Number 27 of 2018 concerning Street Lighting Equipment? And, what are the inhibiting factors for the Regional Government in implementing street lighting equipment in Pandeglang Regency Square based on the Regulation of the Minister of Transportation of the Republic of Indonesia Number 27 of 2018 concerning Street Lighting Equipment? The theories used are, the theory of authority and the theory of public service. The research method used is empirical juridical. The specifications in the research are analytical descriptive. Source of data used is secondary data. Data collection techniques by way of literature study. The data obtained were analyzed by descriptive qualitative. The results of research regarding the Authority of Regional Governments regarding the Implementation of Street Lighting Equipment show that the authority of regional governments regarding the implementation of street lighting equipment has not been implemented properly because there are no regional regulations that regulate it and it is also limited by the budget and supporting facilities. Therefore, regional regulations must be made and additional supporting facilities must be made so that street lighting operations can be carried out better. The conclusion is that the regional government’s authority to organize street lighting equipment is still not optimal because there are no regional regulations that specifically discuss street lighting equipment and also the Department of Transportation as the organizer of street lighting activities only has 1 crane so the implementation has not been carried out well. However, there have been efforts made by the local government, namely creating a social media account as a place for complaints if there are PJUs that have problems. The suggestion for the regional government is to make regional regulations, add facilities, and must collect data on the number of complaints.

| Additional Information: | Alat penerangan jalan merupakan hal yang sangat dasar namun memiliki dampak yang besar karena berkaitan dengan keamanan, kenyamanan dan keselamatan masyarakat.. Realita di lapangan masih terdapat penerangan yang mati di beberapa titik, dan umur penerangan jalannya cenderung singkat namun perbaikkannya memakan waktu yang cukup lama. Maka pemeliharaan dan perawatan penerangan jalan di wilayah ini harus diperhatikan. Adapun identifikasi masalah dalam penelitian ini adalah, Bagaimana Kewenangan Pemerintah Daerah terhadap penyelenggaraan alat penerangan jalan di Alun-Alun Kabupaten Pandeglang berdasarkan Peraturan Menteri Perhubungan Republik Indonesia Nomor 27 Tahun 2018 tentang Alat Penerangan Jalan? Dan, Apa xindust penghambat Pemerintah Daerah dalam pelaksanaan penyelenggaraan alat penerangan jalan di Alun-Alun Kabupaten Pandeglang Berdasarkan Peraturan Menteri Perhubungan Repbulik Indonesia Nomor 27 Tahun 2018 tentang Alat Penerangan Jalan?Teori yang digunakan yaitu, teori kewenangan dan teori pelayanan publik. Metode penelitian yang digunakan adalah yuridis empiris. Spesifikasi dalam penelitian adalah deskriptif analitis. Sumber data yang digunakan adalah data sekunder. Teknik pengumpulan data dengan cara studi pustaka. Data yang diperoleh dianalisis secara deskriptif kualitatif. Hasil penelitian mengenai Kewenangan Pemerintah Daerah Terhadap Penyelenggaraan Alat Penerangan Jalan menunjukkan bahwa kewenangan pemerintah daerah terhadap penyelenggaraan alat penerangan jalani belum dilaksanakan dengan baik karena belum ada peraturan daerah yang mengatur juga terbatas oleh anggaran dan fasilitas yang mendukung. Oleh karena itu, harus dibuat suatu peraturan daerah dan penambahan fasilitas pendukung agar kegiatan penyelenggaraan alat penerangan jalan dapat dilakukan lebih baik. Kesimpulan kewenangan pemerintah daerah terhadap penyelenggaraan alat penerangan jalan masih belum maksimal karena belum ada peraturan daerah yang secara khusus membahas mengenai alat penerangan jalan dan juga Dinas Perhubungan selaku penyelenggara kegiatan alat penerangan jalan hanya memiliki 1 unit mobil crane sehingga penyelengggaraan belum terlaksdana dengan baik. Namun telah ada upaya yang dilakukan pemerintah daerah yaitu membuat akun media xindust untuk wadah aduan jika ada PJU yang bermasalah. Saran pemerintah daerah harus membuat peraturan daerah, menambah fasilitas, dan harus melakukan pendataan banyaknya aduan. | |||||||||
