Abstract
The Government of Indonesia through the Minister of Public Works and Public Housing has recently issued Regulation Number 10 of 2021 concerning guidelines for construction safety management systems. In the rules of the Construction Safety Management System (SMKK), it is required to be applied during the implementation of construction because it is also part of project planning and control. The purpose of this study is to analyze the level of influence of the PUPR Ministerial Regulation No.10 of 2021 on increasing the implementation of SMKK in the construction project of the Great Mosque of Serang City, identify hazards that can cause accidents in the basement construction work of the Great Mosque of Serang City, determine a control action plan to reduce the level of risk of accidents in the basement construction work of the Great Mosque of Serang City. The conclusion was that the Regulation of the Minister of Public Works and Public Housing (Permen PUPR) No. 10 of 2021 concerning the Construction Safety Management System (SMKK) has a significant impact. This regulation emphasizes the importance of occupational safety in construction projects, including the construction of the basement of the Great Mosque of Serang City. By using the Hazard Identification, Risk Assessment, Risk Control Determination, and Opportunity (IBPRP) method, potential hazard risks can be identified in each job. Occupational risk identification was obtained with an assessment of small risk level of 23 jobs (32.41%), medium risk level of 39 jobs (54.92%), and large risk level of 9 jobs (12.67%) out of a total of 71 occupational risks. From the results of the analysis, it was obtained that the identification of risk control using the IBPRP table, one of the works with a large risk level assessment was taken, namely the 1st floor structure work with the sub-work of dismantling the formwork and risk identification, namely the scaffolding collapsed, risk control was obtained, namely using support pipes to strengthen the scaffolding and installing a 2-layer ralling on the scaffolding, installing a safety fence, conducting tollbox meetings, safety induction, job training, and ensuring that scaffolding is safe to wear, using PPE (safety shoes, safety helmets, vests, long-sleeved work clothes, gloves, and full body harness).

Dalam aturan Sistem Manajemen Keselamatan Konstruksi (SMKK) diwajibkan untuk diterapkan pada saat pelaksanaan konstruksi karena juga merupakan bagian dari perencanaan dan pengendalian proyek Tujuan dari penelitian ini yaitu menganalisis tingkat pengaruh kebijakan Permen PUPR No.10 Tahun 2021 terhadap peningkatan penerapan SMKK di proyek pembangunan basemant Masjid Agung Kota Serang, mengidentifikasi bahaya yang dapat menimbulkan kecelakaan pada pekerjaan pembangunan basement Masjid Agung Kota Serang, menentukan rencana tindakan pengendalian untuk mengurangi tingkat risiko kecelakaan pada pekerjaan pembangunan basement Masjid Agung Kota Serang. Didapat kesimpulan yaitu Peraturan Menteri Pekerjaan Umum dan Perumahan Rakyat (Permen PUPR) No. 10 Tahun 2021 tentang Sistem Manajemen Keselamatan Konstruksi (SMKK) memiliki dampak yang signifikan. Peraturan ini menekankan pentingnya keselamatan kerja dalam proyek konstruksi, termasuk pembangunan basement Masjid Agung Kota Serang. Dengan menggunakan metode Identifikasi Bahaya, Penilaian Risiko, Penentuan Pengendalian Risiko, dan Peluang (IBPRP) dapat diidentifikasi potensi risiko bahaya pada setiap pekerjaan. Diperoleh identifikasi risiko pekerjaan dengan penilaian tingkat risiko kecil yaitu 23 pekerjaan (32,41%),tingkat risiko sedang yaitu 39 pekerjaan (54,92%), dan tingkat risiko besar yaitu 9 pekerjaan (12,67%) dari total 71 risiko pekerjaan. Dari hasil analisis didapat identifikasi pengendalian risiko dengan menggunan tabel IBPRP, diambil salah satu pekerjaan dengan penilaian tingkat risiko besar yaitu pekerjaan struktur lantai 1 dengan sub pekerjaan pembongkaran bekisting dan identifikasi risiko yaitu scaffolding rubuh, didapat pengendalian risiko yaitu menggunakan pipa support untuk memperkuat scaffolding dan memasang ralling 2 lapis pada scaffolding, memasang pagar pengaman, melakukan tollbox meeting, safety induction, pelatihan pekerjaan, dan memastikan perancah aman diguunakan, menggunakan APD (safety shoes, safety helm, rompi, baju kerja lengan panjang, sarung tangan, dan full body harness). | |||||||||
