Abstract
Yeyet Jahrotul Ayati. NIM. 6661170028. Thesis. Implementation of Regent Regulation Number 41 of 2016 concerning Outlet Management and Empowerment of Small and Medium Industries in Tangerang Regency. Public Administration Study Program. Faculty of Social Science and Political Science. The 1st Advisor : Dr. Juliannes Cadith, M.Si and The 2nd Advisor : Ato’ullah, S,Sos, M.Si. This research is about the implementation of Regent's Regulation Number 41 of 2016 concerning Outlet Management and Empowerment of Small and Medium Industries in Tangerang Regency. The problems in this research are: 1) There is still little involvement of the small and medium industrial business sector in supporting policy implementation; 2) Socialization regarding the existence and implementation of outlet management and empowerment of small and medium industries is still not optimal; 3) promotion of small and medium industrial products has not been implemented optimally; 4) There is no collaboration with travel agencies and travel agents. The aim of this research is to find out how Regent Regulation Number 41 of 2016 is implemented regarding outlet management and empowerment of small and medium industries in Tangerang Regency. The research method is qualitative. The theory used to implement public policy according to Van Metter and Van Horn in Agustino (2020:150-153). Results: Implementation of Regent Regulation Number 41 of 2016 concerning Outlet Management and Empowerment of Small and Medium Industries in Tangerang Regency has not been optimal. Suggestions: 1) Increase human resources, 2) Improve coordination, 3) Increase socialization 4) Involve competent parties, 5) Carry out supervision from the Tangerang Regency Industry and Trade Service. Masalah dalam penelitian ini adalah: 1) Masih sedikitnya keterlibatan sektor usaha industri kecil dan menengah dalam mendukung pelaksanaan kebijakan; 2) Sosialisasi terkait keberadaan dan implementasi pengelolaan gerai dan pemberdayaan industri kecil dan menengah masil belum optimal; 3) promosi produk industri kecil dan menengah belum dilaksanakan dengan optimal; 4) Belum terjalinnya kerjasama dengan pihak travel dan biro perjalanan. Tujuan dari penelitian ini untuk mengetahui bagaimana pelaksanaan Peraturan Bupati Nomor 41 Tahun 2016 terhadap pengelolaan gerai dan pemberdayaan industri kecil dan menengah di Kabupaten Tangerang. Metode penelitian adalah kualitatif. Teori yang digunakan implementasi kebijakan publik menurut Van Metter dan Van Horn dalam Agustino (2020:150-153). Hasil: Implementasi Peraturan Bupati Nomor 41 Tahun 2016 tentang Pengelolaan Gerai dan Pemberdayaan Industri Kecil dan Menengah di Kabupaten Tangerang belum optimal. Saran: 1) Meningkatkan sumber daya manusia, 2) Meningkatkan koordinasi, 3) Meningkatkan sosialisasi 4) Melibatkan pihak yang berkompeten, 5) Melakukan pengawasan dari Dinas Perindustrian dan Perdagangan Kabupaten Tangerang.
