Abstract

This research focuses on analysis of the implementation of Pandeglang Regent Regulation Number 28 of 2019 concerning the Acceleration of Stunting Reduction (Case Study of Specific Interventions in Bojong Village). The aim of the research is to determine the implementation of Pandeglang Regent Regulation Number 28 of 2019 concerning the Acceleration of Stunting Reduction (Case Study of Specific Interventions in the Bojong Village Area. The theory used is the implementation of public policy according to Edward III, there are four variables, namely communication, resources, disposition, bureaucratic structure The research method uses a qualitative method with a descriptive approach. The results of the research show that the implementation of the policy to accelerate stunting reduction in Pandeglang Regency has not been running optimally, several limitations have been found that need to be considered and overcome, one of which is regarding the communication aspect, where specific intervention outreach activities have not been carried out. carried out optimally. As there are still people who do not know about the program to accelerate stunting reduction, apart from that, pregnant women are less interested in consuming blood supplement tablets (TTD), in specific intervention activities in Bojong Village targeting mothers who are breastfeeding children under 6 months of age up to Above 7-23 months there is a problem regarding the lack of interest of mothers of babies and toddlers in monitoring children's growth and development activities at posyandu. Therefore, it is necessary to increase effective and consistent communication so that the public can know more clearly. Apart from that, adequate and competent human cadre resources are needed, consistent allocation of financial resources where the use of the budget can be adjusted by providing regular funding, and carrying out better planning. There is a need to improve the performance of the bureaucratic structure where in terms of specific intervention activities there are still activities that are not in accordance with the established SOPs. Tujuan penelitian yaitu untuk mengetahui Implementasi Peraturan Bupati Pandeglang Nomor 28 Tahun 2019 Tentang Percepatan Penurunan Stunting (Studi Kasus Intervensi Spesifik di Wilayah Desa Bojong. Teori yang digunakan adalah implementasi kebijakan publik menurut Edward III terdapat empat variabel yaitu komunikasi, sumber daya, disposisi, stuktur birokrasi. Metode penelitian menggunakan metode kualitatif dengan pendekatan deskriptif. Hasil penelitian menunjukkan bahwa implementasi kebijakan percepatan penurunan stunting di Kabupaten Pandeglang belum berjalan secara optimal, ditemukan beberapa keterbatasan yang perlu di perhatikan dan di atasi salah satunya mengenai aspek komunikasi, yang dimana kegiatan sosialisasi intervensi spesifik belum dilakukan secara maksimal. Seperti masih terdapat masyarakat yang belum mengetahui tentang program percepatan penurunan stunting, selain itu ibu hamil kurang minat dalam mengkonsumsi tablet tambahan darah (TTD), Pada kegaitan intervensi spesifik di Desa Bojong melalui sasaran Ibu Menyusui Anak usia dibawah 6 bulan hingga di atas 7-23 bulan terdapat permasalahan mengenai kurang minatnya ibu bayi dan balita dalam kegiatan pemantauan tumbuh kembang anak di posyandu. Oleh karna itu diperlukan peningkatan komunikasi yang efektif dan konsisten guna masyarakat tapat mengetahui lebih jelas. Selain itu dibutuhkan sumberdaya manusia kader yang memadai dan berkompeten, alokasi sumber daya finansial yang konsisten yang mana penggunaan anggaran dapat disesuaikan dengan melakukan pendanaan secara berkala, hingga melakukan perencanaan yang lebih baik lagi. Diperlukannya peningkatan kinerja struktur birokrasi yang mana dalam hal kegiatan intervensi spesifik masih terdapat kegiatan yang belum sesuai dengan SOPs yang ditetapkan.
