Abstract
ABSTRACT Desfira Rahayu Kuseno, 6661190137, Thesis. Community Empowerment Through Wate Management at the Serang City Digital Waste Bank. Public Administration Study Program. Faculty of Social Science and Political Science. Supervisor : Drs. Hasuri Waseh, S.E, M.Si. Waste is an environmental problem that is becoming increasingly urgent along with population growth. Effective waste management is the key to creating a clean and healthy environment. This research aims to describe the process of community empowerment activities through waste management at the Serang City Digital Waste Bank using qualitative research methods with a descriptive approach. The focus of the research is community empowerment through waste management at the Serang City Digital Waste Bank in terms of community empowerment theory according to Mardikanto and Soebianto (2019) which includes the scope of human development, business development, environmental development and institutional development activities. Data collection was carried out through observation, in-depth interviews and documentation. The results of the research show that community empowerment activities through waste management at the Serang City Digital Waste Bank in terms of the scope of activities for human development, business development, environmental development and institutions in general have gone well. The community is increasingly active in waste management activities, from collecting, sorting, to utilizing waste into products with economic value. The existence of the digital waste bank has also succeeded in increasing the community's environmental awareness and providing a positive impact on the local economy. Even though there are several challenges such as limited supporting facilities, overall this initiative has succeeded in creating positive changes in the community's mindset and actions towards waste management. This research suggests the need for further support from the government and related parties to strengthen and expand this program. Sampah merupakan masalah lingkungan yang semakin mendesak seiring dengan pertumbuhan penduduk. Pengelolaan sampah yang efektif adalah kunci untuk menciptakan lingkungan yang bersih dan sehat. Penelitian ini bertujuan untuk mengetahui gambaran proses kegiatan pemberdayaan masyarakat melalui pengelolaan sampah di Bank Sampah Digital Kota Serang.dengan menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Fokus penelitian yaitu pemberdayaan masyarakat melalui pengelolaan sampah di Bank Sampah Digital Kota Serang ditinjau dari teori pemberdayaan masyarakat menurut Mardikanto dan Soebianto (2019) yang meliputi lingkup kegiatan bina manusia, bina usaha, bina lingkungan dan bina kelembagaan. Pengumpulan data dilakukan melalui observasi, wawancara mendalam dan dokumentasi. Hasil penelitian menunjukkan bahwa kegiatan pemberdayaan masyarakat melalui pengelolaan sampah di Bank Sampah Digital Kota Serang ditinjau dari lingkup kegiatan bina manusia, bina usaha, bina lingkungan dan lembaga secara umum telah berjalan dengan baik. Masyarakat semakin aktif dalam kegiatan pengelolaan sampah, mulai dari pengumpulan, pemilahan, hingga pemanfaatan sampah menjadi produk yang bernilai ekonomis. Keberadaan bank sampah digital juga berhasil meningkatkan kesadaran lingkungan masyarakat dan memberikan dampak positif bagi perekonomian masyarakat setempat. Meski terdapat beberapa tantangan seperti keterbatasan fasilitas pendukung, namun secara keseluruhan inisiatif ini berhasil menciptakan perubahan positif pada pola pikir dan tindakan masyarakat terhadap pengelolaan sampah. Penelitian ini menyarankan perlunya dukungan lebih lanjut dari pemerintah dan pihak terkait untuk memperkuat dan memperluas program ini.
