Abstract

This research is entitled Analysis and Development of Performance of Tilawati Banten Regional 2 in Improving Al-Qur'an Literacy. The research objective is to analyze the performance of the Tilawati Banten Regional 2 organization as a Tilawati branch institution in Banten which organizes Tilawati Method AlQur'an learning. The formulation of the research problem is analyzing the performance of Tilawati Banten Regional 2, designing interventions for performance problems, implementing interventions, evaluating interventions, and performance achievements at Tilawati Banten Regional 2. This research is qualitative, namely a research method that uses descriptive data in the form of written or spoken language from people and observable actors. This qualitative approach was taken to explain and analyze the performance of Tilawati Banten to see the gap between the performance that has been achieved and the planned performance based on observations, document analysis, interviews and questionnaires. Observations were carried out by visiting the locations of the Nurul Falah Al-Qur'an Islamic Boarding School in Surabaya and Tilawati Banten Regional 2, conducting interviews with the Director of the Nurul Falah Islamic Boarding School in Surabaya, with the Head of the Tilawati Banten Regional 2 Branch, with the formulator of the Tilawati Method, and with several school principals, leaders Islamic boarding schools and the Taklim Council as users of the Tilawati Method. Data collection through questionnaires submitted to 55 institutions using the Tilawati Method in Serang City was carried out to obtain responses from user institutions as an evaluation of the performance of Tilawati Banten. The research results show that the fundamental problem related to performance at Tilawati Banten is the availability of human resources (HR) as instructors, teachers and supervisors. Socialization of the performance of Tilawati Banten Regional 2 as the developer of the Tilawati Method is still not widespread. The interventions carried out include implementing Tilawati training, improving institutional management, regularly coaching and upgrading Al-Qur'an teachers. Based on the questionnaire submitted regarding the evaluation of interventions on performance variables based on respondents' answers, it shows that Tilawati Banten Regional 2 has performed with a score of 4.20-4.60, which is classified as a good average score. Tilawati Banten intervenes according to standard SOPs and refers to the vision and mission as well as the organization's work program.

Additional Information: Penelitian ini berjudul Analisis Dan Pengembangan Kinerja Tilawati Banten Regional 2 dalam Meningkatkan Literasi Al-Qur’an. Tujuan penelitian menganalisis kinerja organisasi Tilawati Banten Regional 2 sebagai lembaga cabang Tilawati di Banten yang menyelenggarakan pembelajaran Al-Qur’an Metode Tilawati. Rumusan masalah penelitian yaitu menganalisis kinerja Tilawati Banten Regional 2, mendesain intervensi terhadap permasalahan kinerja, implementasi intervensi, evaluasi intervensi, dan capaian kinerja pada Tilawati Banten Regional 2. Penelitian ini kualitatif yaitu metode penelitian yang menggunakan data deskriptif berupa bahasa tertulis atau lisan dari orang dan pelaku yang dapat diamati. Pendekatan kualitatif ini dilakukan untuk menjelaskan dan menganalisis kinerja Tilawati Banten melihat kesenjangan antara kinerja yang sudah dicapai dengan kinerja yang direncanakan berdasarkan observasi, analisis dokumen, wawancara dan kuesioner. Observasi dilakukan dengan mengunjungi lokasi Pesantren Al-Qur’an Nurul Falah di Surabaya dan Tilawati Banten Regional 2, melakukan wawancara dengan Direktur Pesantren Nurul Falah Surabaya, dengan Kepala Cabang Tilawati Banten Regional 2, dengan perumus Metode Tilawati, dan dengan beberapa kepala sekolah, pimpinan pesantren dan Majelis Taklim sebagai pengguna Metode Tilawati. Pengambilan data melalui kuesioner yang disampaikan kepada 55 lembaga pengguna Metode Tilawati yang berada di Kota Serang dilakukan untuk mendapatkan respon lembaga pengguna sebagai evaluasi terhadap kinerja Tilawati Banten. Hasil penelitian menunjukkan bahwa permasalahan mendasar terkait kinerja di Tilawati Banten yaitu ketersediaan sumber daya manusia (SDM) sebagai instruktur, guru, dan supervisor. Sosialisasi kinerja Tilawati Banten Regional 2 sebagai pengembang Metode Tilawati masih belum meluas. Intervensi yang dilakukan yaitu melaksanakan diklat Tilawati, memperbaiki pengelolaan lembaga, pembinaan dan upgrading guru-guru Al-Qur’an secara teratur. Berdasarkan kuesioner yang disampaikan terkait evaluasi intervensi pada variabel kinerja berdasarkan jawaban responden menunjukkan Tilawati Banten Regional 2 sudah melakukan kinerja dengan skor 4,20-4,60 tergolong ke dalam kategori skor rata-rata baik. Tilawati Banten melakukan intervensi sesuai standar SOP dan mengacu kepada visi dan misi serta program kerja organisasi.
