Abstract
Postgraduate Student, Master of Public Administration, Sultan Ageng Tirtayasa University, Serang, Banten. 2,3Postgraduate Lecturer, Master of Public Administration, Sultan Ageng Tirtayasa University, Serang, Banten This research aims to analyze the development of protocol human resources in the Protocol Section of the Cilegon City Regional Secretariat. Human resource development theory includes planning, education and training as well as management (Notoatmodjo, 2019:69). The research method uses case studies. The research approach uses a qualitative approach with a qualitative descriptive design. Research informants from elements of the Cilegon City Personnel and Human Resources Development Agency and the Protocol Section of the Cilegon City Regional Secretariat. Data analysis uses Miles and Huberman data analysis techniques. The research results show that the development of human resources in the Protocol Section of the Regional Secretariat of Cilegon City is still less than optimal and needs to be improved, as indicated by employees rarely being involved in education and training or seminars related to the main tasks and functions of protocol. Meanwhile, factors inhibiting human resource development include the minimal number of employees participating in education and training in the form of continuous training and seminars for employees, protocols, customs or habits of each person are different and the absence of good HR management and planning in accordance with the Main Duties and Protocol Section Functions

Additional Information: | Penelitian ini bertujuan untuk menganalisis pengembangan sumber daya manusia protokoler di Bagian Protokol Sekretariat Daerah Kota Cilegon. Teori pengembangan sumber daya manusia meliputi perencanaan, pendidikan dan pelatihan serta pengelolaan (Notoatmodjo, 2019:69). Metode penelitian menggunakan studi kasus. Pendekatan penelitian menggunakan pendekatan kualitatif dengan desain deskriptif kualitatif. Informan penelitian dari unsur Badan Kepegawaian Dan Pengembangan Sumber Daya Manusia Kota Cilegon dan Bagian Protokol Sekretariat Daerah Kota Cilegon. Analisis data menggunakan teknik analisis data Miles dan Huberman. Hasil penelitian diketahui bahwa pengembangan sumber daya manusia di Bagian Protokol Sekretariat Daerah Kota Cilegon masih kurang optimal dan perlu untuk ditingkatkan yang ditandai pegawai jarang diikutsertakan dalam pendidikan dan pelatihan maupun seminar- seminar yang berkaitan dengan tugas pokok dan fungsi keprotokolan. Sedangkan faktor penghambat pengembangan sumber daya manusia seperti minimnya jumlah pengikutsertaan pegawai dalam pendidikan dan pelatihan berupa diklat dan seminar secara berkesinambungan bagi pegawai protokol, adat atau kebiasaan dari setiap orang yang berbeda-beda serta belum adanya pengelolaan dan perencanaan SDM yang baik sesuai dengan Tugas Pokok dan Fungsi Bagian Protokol. | |||||||||
