Abstract

This research focuses on the implementation of Digital Population Identity (IKD) or Digital KTP services at UPTP Dukcapil Ciruas Serang Regency. The theory using the public policy implementation model according to Donald Van Meter and Carl Van Horn includes aspects of policy standards and targets, resources, characteristics of implementing agents, dispositions (attitudes) of implementers, relationships between organizations and social, political and economic environmental conditions (Agustino, 2020: 142). The research method uses case studies. The research approach uses a qualitative approach with a qualitative descriptive design. Research informants from elements of the Serang Regency Dukcapil Disdukcapil and Ciruas Dukcapil UPTP, Serang Regency SAMSAT, Government-Owned Banks (Bank BJB, Mandiri, BNI) and Private Banks (Bank BCA) and the community as applicants for IKD services. Data analysis uses Miles and Huberman data analysis techniques. The results of the research show that the implementation of Minister of Home Affairs Regulation Number 72 of 2022 concerning the Implementation of Digital Population Identity has been implemented well, but still needs to be improved in order to achieve the IKD target of mandatory national Electronic KTP, where in each region the target is set at 30%, while the District Population and Civil Registration Office Serang only achieved 28,918 of the 1,234,050 mandatory Electronic KTPs or only 2.34%. Disdukcapil can propose the procurement of work equipment in the form of a QR Code Scan tool to read the activation code sent from the Centralized SIAK email to be able to activate the IKD for service applicants. increasing socialization both directly through counseling and indirect socialization, using the Disdukcapil mobile car service for an active service approach to pick up the ball in order to accelerate the achievement of the IKD target of the mandatory national Electronic KTP.

Metode penelitian menggunakan studi kasus. Pendekatan penelitian menggunakan pendekatan kualitatif dengan desain deskriptif kualitatif. Informan penelitian dari unsur Disdukcapil Kabupaten Serang dan UPTP Dukcapil Ciruas, SAMSAT Kabupaten Serang, Bank Milik Pemerintah (Bank BJB, Mandiri, BNI) dan Bank Swasta (Bank BCA) dan masyarakat selaku pemohon pelayanan IKD. Analisis data menggunakan teknik analisis data Miles dan Huberman. Hasil penelitian diketahui impelementasi kebijakan penyelenggaraan Identitas Kependudukan Digital sudah dilaksanakan dengan baik, namun masih perlu untuk ditingkatkan agar dapat mencapai target IKD dari wajib KTP Elektronik nasional, dimana pada masingmasing daerah ditetapkan target sebesar 30%, sedangkan Disdukcapil Kabupaten Serang baru meraih sebanyak 28.918 dari wajib KTP Elektronik sebanyak 1.234.050 atau hanya mencapai sebesar 2,34%.Disdukcapil dapat mengusulkan pengadaan peralatan kerja berupa alat Scan QR Code untuk membaca kode aktivasi yang dikirim dari email SIAK Terpusat untuk dapat mengaktivasi IKD pemohon pelayanan, meningkatkan sosialisasi baik secara langsung dengan penyuluhan maupun sosialisasi tidak langsung, menggunakan pelayanan mobil keliling Disdukcapil untuk pendekatan pelayanan aktif menjemput bola dalam rangka mempercepat pencapaian target IKD dari wajib KTP Elektronik nasional.
