Abstract
The problem of slum settlements cannot be separated from the very high increase in population and the lack of provision of livable housing which is not balanced with the population growth rate, giving rise to inequality. The Tangerang Regency Government, in overcoming the problem of the lack of habitable houses and slum areas, has developed a Joint Movement to Overcome Congested, Slum, Poor Areas and Empower the Socio-Economic Environment (GEBRAK PAKUMIS PLUS) program, namely in the form of financial assistance to build and repair houses that are not fit to be lived in to become houses that are suitable for living in. to live in for the community to have a healthy and prosperous community life. This research uses the theory of policy implementation from van meter van horn with 6 indicators, namely policy size and objectives, resources, communication between organizations and implementing activities, characteristics of the implementing agency, economic, social and political environmental conditions, and the disposition of the implementer. This research method uses a qualitative descriptive approach by conducting documentation studies, observations, in-depth interviews and testing the validity of the data. Through interviews with informants and analyzing the data collected according to the category classification. The research results show that the implementation of the Joint People's Movement Program to Overcome Congested, Slum, Poor Areas and Empower the Socio-Economic Environment in Balaraja District, Tangerang Regency has not run optimally. This is because social and economic empowerment activities have not yet been implemented for the beneficiary communities of the GEBRAK PAKUMIS PLUS Program after residential rehabilitation, this has meant that this program only focuses on physical development. Budget limitations and lack of coordination between agencies involved in implementing the GEBRAK PAKUMIS PLUS program due to the incomplete formulation and concept of the social and economic empowerment that is intended to be implemented, means that the GEBRAK PAKUMIS PLUS program is not yet optimal.

| Additional Information: | Permasalahan permukiman kumuh tidak terlepas dari peningkatan jumlah penduduk yang sangat tinggi dan kurangnya penyediaan rumah layak huni yang tidak berimbang dengan tingkat pertumbuhan penduduk sehingga menimbulkan kesenjangan. Pemerintah Kabupaten Tangerang dalam mengatasi permasalahan kurangnya rumah layak huni dan kawasan kumuh menyusun program Gerakan Bersama Atasi Kawasan Padat, Kumuh, Miskin dan Pemberdayaan Lingkungan Sosial Ekonomi (GEBRAK PAKUMIS PLUS) yaitu berupa bantuan dana untuk membangun dan memperbaiki rumah tidak layak ditempati menjadi rumah layak untuk ditinggali bagi masyarakat untuk mendapatkan kehidupan masyarakat yang sehat dan sejahtera. Penelitian ini menggunakan teori implementasi kebijakan dari van meter van horn dengan 6 indikator, yaitu ukuran dan tujuan kebijakan, sumber daya, Komunikasi antar organisasi dan kegiatan pelaksana, Karakteristik badan pelaksana, Kondisi Lingkungan Ekonomi, Sosial dan Politik, dan Disposisi Pelaksana. Metode Penelitian ini menggunakan Pendekatan Deskriptif Kualitatif dengan melakukan studi dokumentasi, observasi, wawancara mendalam dan melakukan uji keabsahan data. Melalui wawancara kepada informan dan melakukan analisis terhadap data yang dikumpulkan dibuat sesuai klasifikasian kategorinya. Hasil penelitian menunjukan bahwa pelaksanaan Program Gerakan Bersama Rakyat Atasi Kawasan Padat, Kumuh, Miskin dan Pemberdayaan Lingkungan Sosial Ekonomi di Kecamatan Balaraja Kabupaten Tangerang belum berjalan secara maksimal. Hal ini disebabkan belum berjalannya kegiatan pemberdayaan sosial dan ekonomi bagi masyarakat penerima manfaat Program GEBRAK PAKUMIS PLUS pasca rehabilitasi hunian hal ini membuat program ini baru berfokus pada pembangunan fisik saja. Keterbatasan anggaran dan Kurangnya koordinasi antar instansi-instansi yang terlibat dalam pelaksanaan Program GEBRAK PAKUMIS PLUS ini karena belum sempurnanya formulasi dan konsep dari pemberdayaan sosial dan ekonomi yang ingin dijalankan, membuat program GEBRAK PAKUMIS PLUS belum maksimal. | |||||||||
