Abstract
Waste management is regulated in Law Number 18 of 2008 concerning Waste Management article 1 paragraph (7) which states that waste management must be carried out at an integrated waste processing site (TPST). The Bantargebang TPST is the TPST that is most talked about, considering that the condition of the accumulation of waste there is already mounting, with the height of the landfill zone almost reaching the maximum height limit, namely 50 meters or the equivalent of the height of a 16-story building, so that the community ultimately feels the negative impact of the accumulation of waste. Therefore, the DKI Jakarta Provincial Government in collaboration with the Bekasi City Government issued the Bantargebang TPST Social Assistance Program in the form of BLT. In this research, researchers used descriptive research methods with a qualitative approach. The data collection techniques that researchers use are interviews, literature/document studies, and observation. Meanwhile, the data analysis technique that researchers use is the data analysis technique according to Miles, Huberman, and Saldaña. In studying the implementation process of the Bantargebang TPST Social Assistance Program in Bantargebang District in 2022, researchers used the policy implementation model according to Van Meter and Van Horn (1975). The results found that the implementation of the Bantargebang TPST Social Assistance Program in the form of BLT was still not running optimally. The problems that researchers found were: (1) the objectives of the Bantargebang TPST Social Assistance Program in the form of BLT have not been achieved; (2) there is a delay in disbursement of BLT; and (3) many people do not update their population data with the sub-district, thus hampering the process of matching data on BLT recipients.

| Additional Information: | Pengelolaan sampah diatur dalam UU Nomor 18 Tahun 2008 tentang Pengelolaan Sampah pasal 1 ayat (7) yang menyebutkan bahwa dalam hal pengelolaan sampah harus dilakukan di tempat pengolahan sampah terpadu (TPST). TPST Bantargebang menjadi TPST yang paling banyak dibicarakan, mengingat kondisi penumpukan sampah di sana sudah menggunung dengan ketinggian zona landfill sudah hampir mencapai batas tinggi maksimum yaitu 50 meter atau setara dengan tinggi gedung 16 lantai sehingga masyarakat pada akhirnya sangat merasakan dampak negatif dari penumpukan sampah. Maka dari itu, Pemerintah Provinsi DKI Jakarta yang bekerja sama dengan Pemerintah Kota Bekasi mengeluarkan Program Bantuan Sosial TPST Bantargebang dalam bentuk BLT. Dalam penelitian ini peneliti menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang peneliti gunakan adalah wawancara, kepustakaan/studi dokumen, dan observasi. Sedangkan teknik analisis data yang peneliti gunakan adalah teknik analisis data menurut Miles, Huberman, dan Saldaña. Dalam mengkaji proses Implementasi Program Bantuan Sosial TPST Bantargebang di Kecamatan Bantargebang Tahun 2022, peneliti menggunakan model implementasi kebijakan menurut Van Meter dan Van Horn (1975). Hasil yang ditemukan bahwasanya dalam implementasi Program Bantuan Sosial TPST Bantargebang dalam bentuk BLT masih belum berjalan dengan optimal. Permasalahan yang peneliti temukan adalah: (1) belum tercapainya tujuan dari Program Bantuan Sosial TPST Bantargebang dalam bentuk BLT; (2) adanya keterlambatan pencairan BLT; dan (3) banyak masyarakat yang tidak memperbarui data kependudukan mereka ke pihak Kelurahan sehingga menghambat proses penyandingan data penerima BLT. | |||||||||
