Abstract
Fulfillment of Basic Rights includes the right to a child's identity through a Child Identity Card. A Child Identity Card is a right of every child that must be fulfilled. Efforts to provide children with Identity Rights are a form of protection, recognition and official identity for children. Ownership of a Child Identity Card is mandatory in accordance with Minister of Home Affairs Regulation Number 2 of 2016 which states that a Child Identity Card is mandatory for children under 17 years of age and unmarried. The government is trying to fulfill children's rights, in this case the ownership of a Kleahiran Certificate in Lebak Regency has been estimated at 97.32%, while the ownership of Child Identity Cards in Lebak Regency has been estimated at 41.47%, while the national target must be achieved by the Regency/City for example 60%. This research aims to find out how the fulfillment of children's basic rights is implemented in Lebak Regency (Case Study of Child Identity Card Ownership). The theory used to support this analysis is using the theory developed by Edward III according to Agustino (2020:154-159) which consists of four dimensions, namely Communication, Resources, Disposition and Bureaucratic Structure. The method used is a descriptive method with a qualitative approach. The results of the research and discussion in this research are quite good in its implementation, but there are still people who do not understand the function of the Child Identity Card itself because considering the area of Lebak Regency, it is the Regency with the largest area in Banten Province, so socialization has not been carried out yet. quite even.

| Additional Information: | Pemenuhan Hak Dasar berupa pemenuhan hak atas identitas anak melalui Kartu Identitas Anak, Kartu Identitas Anak merupakan hak setiap anak yang harus dipenuhi. Upaya pemberian Hak Identitas anak ini merupakan bentuk perlindungan, pengkuan dan identitas resmi bagi anak. Kepemilikan Kartu Identitas Anak ini wajib sesuai dengan Peraturan Menteri Dalam Negeri Nomor 2 Tahun 2016 bahwa Kartu Identitas Anak ini diwajibkan bagi anak yang berusia dibawah 17 tahun dan belum menikah. Pemerintah berupaya untuk memenuhi hak-hak anak, dallam hal ini Kepemilikan Akta Kleahiran di Kabupaten Lebak ini sudah diangka 97,32% sedangkan kepemilikan Kartu Identitas Anak di Kabupaten Lebak ini diangka 41,47% sedangkan target nasinal yang harus di capai oleh Kabupaten/Kota ialah 60%. Penelitian ini bertujuan untuk mengetahui bagaimana pelaksanaan Pemenuhan Hak Dasar Anak di Kabupaten Lebak (Studi Kasus Kepemilikan Kartu Identitas Anak). Teori yang digunakan untuk mendukung analisis ini yaitu menggunakan teori yang dikembangkan oleh Edward III menurut Agustino (2020:154-159) yang terdiri dari empat dimensi yaitu Komunikasi, Sumber Daya, Disposisi dan Struktur Birokrasi. Metode yang digunakan ialah dengan metode deskriptif dengan pendekatan kualitatif. Dalam impelementasinya masih terdapatnya masyarakat yang belum mengerti akan fungsi dari Kartu Identitas Anak itu sendiri karena mengingat luas wilayah Kabupaten Lebak merupakan Kabupaten dengan luas wilayah terluas yang berada di Provinsi Banten sehingga sosialisasi yang lakukan belum cukup merata. | |||||||||
